TRANSPORTATION SERVICE PROVIDER GENERAL RULESSECTION AV. TRANSPORTATION SERVICE PROVIDER PERFORMANCEA. Carrier Performance Program (CPP)The CPP establishes specific elements of service, creates performance levels, and sets forthprocedures for denial of DoD cargo shipments to any TSP that fails to provide satisfactory service.B. Service Elements and StandardsThe Service elements and standards listed below refer to specific unsatisfactory performancefactors:1. No-show: failure of TSP to pick up a shipment on the agreed date and time. Twooccurrences within a 45-day period shall be deemed to be are unsatisfactory.2. Improper/inadequate equipment: failure by TSP to provide equipment as requested orproviding unsafe equipment for a shipment. Two occurrences within a 45-day period shallbe deemed unsatisfactory.3. A combination of one no-show and one improper/inadequate equipment within a 45-dayperiod shall be considered unsatisfactory.4. Shipment refusal: Failure of TSP to accept or decline a shipment within one hour of theoffer. Shipments will be offered at least 24 hours in advance or 48 hours when TPS isrequired. Three refusals within a 30-day period by a TPS shall be consideredunsatisfactory. Shorter response time for high-priority shipments can be specified, but aTSP will not be charged with a refusal if that shipment is declined.5. Excessive transit time: TSP fails to deliver shipments IAW established transit timesreferenced in Defense Transportation Regulation (DTR) 4500.9 R, Part II, Chapter 202.Two late deliveries in a 45-day period shall be considered unsatisfactory. Each BL isconsidered one shipment regardless of the number of deliveries. Exceptions to this generalrule will be made for circumstances directly causing excessive transit time that was due to aforce majeure situation.6. Any documented incident involving the use of severe, vulgar, or abusive language; drug oralcohol abuse; or engaging in offensive conduct.7. Failure to provide a service requested on the BL (e.g., not providing tarps upon request).8.
