TRANSPORTATION SERVICE PROVIDER GENERAL RULESSECTION A1. Shipments weighing between 1 and 150 pounds must move in accordance with the GSA smallpackage contract’s DoD BPA for express small package service with the exception of freightrequiring a TPS. This exception is in accordance with each individual military services policymessage on the shipment of TPS. A TSP awarded traffic under the DoD BPA wishing topublish rates for SG, D3, D1 and D2 for exceptions of the DoD BPA express small packagecontract will use this section.2. This section contains rates on small packages weighing from 1 to 150 pounds, which have amovement via air, apply between all points in the CONUS and apply on a Door-To-Door(DD) basis. The rates in this section are published in dollars and cents per shipment and onlyapply on SG and D3. This section will apply on D1 and D2 when the GSA Contract does notapply. Rates can only be submitted for CONUS to CONUS movement. This section cannot bealtered to a specific point of origin or destination.Section F Security and Accessorial Services1. Quotation of charges for security and accessorial services will be expressed as a flat charge, aper mile charge, a per hundredweight charge, a per hour charge, or a per barrel charge, asdescribed in this publication. Each service is defined in this publication and provides an ANSIcode to be used in this section of the tender. Pipeline TSP will use Section F-3. To simplifythe submission of these services, the optional standard alpha/numeric codes taken from thispublication will be entered in disciplined ―Service‖ fields in Section F. Any service providedmust be in accordance with the definition contained in the rules publication.2. Section F is divided into three items. F-1 deals exclusively with Protective Security Servicesand F-2 deals with Accessorial Services. Accessorial Services for pipeline are contained in F-3. Broker, Freight forwarders, and logistics companies, refer to Part II, Paragraph B.5 forprohibitions on providing TPS.3. When completing Section F, a TSP must list in alphabetical order services and chargesseparately on indicated pages and in no instance will F-1, F-2 or F-3 be combined on the samepage.4. When quoting security and/or accessorial service charges, a TSP must publish charges formileage and/or weight listed in the rule, which are necessary to cover the territorialapplication of line-haul rates governed by the rule.5. TSPs have the option to furnish services described in an individual accessorial service rulewithout charge. Rail TSP have the option to furnish protective security services withoutcharge (See Section C, IV in this publication).
