Service to all points in a state will be indicated by the two-letter U.S. Postal ServiceStandard State Abbreviation in the first two positions of the SPLC field, followed in thelocation column by a narrative description. Do not use the SPLC numeric designation forstate application.d. Service to all points within a section of a state will be indicated by using the appropriatealpha-numeric code from the list in Section E-1, paragraph 5a, followed in the locationcolumn by a narrative description. For example, Texas Northeast Section will be shown asfollows:CODE LOCATION 66Z Texas, Northeast Sectione. The alpha or numeric designation of the specific point or geographic area (CONUS,Region, State, or Zone) will take precedence over the narrative description in the locationspace.f. Use of a code, which indicates a geographic area rather than a specific point, impliesservice to all points in that area. If a TSP is not prepared to offer services to all points orSPLCs, then the SPLC for the specific point or points to which service is offered must beused.5. If service to be offered applies in both directions, annotate the ―Between Flag‖ field.6. TSP may exclude up to a maximum of six specific points from the territorial application ofSection H in each tender. Only points assigned a SPLC in the SPLC Directory may beexcluded. When a city SPLC is used, exclusion applies to all DoD Installations having thesame first six digits followed by a three-digit installation designator.
