DEFINITIONS (APPENDIX D)SECTION JMANIFEST – A document specifying in detail the passengers or items carried for a specificdestination.MILITARY TRAFFIC EXPEDITING SERVICE (MTX) – An expediting service providedby the Association of American Railroads (AAR) for military carload shipments. Thisautomated service uses a central computer file electronically linked with member railroads and iscapable of reporting on single-line and joint-line movements. Passing or progress reports arecontrolled by an MTX number assigned by the AAR.MILVAN – A DoD-owned or -leased demountable container, conforming to U.S. andInternational standards, used for the movement of military cargo.MOTOR TSP – Shall have the same meaning and intent as ―motor TSP‖ as defined in 49 U.S.C.13102(4), as a person providing commercial motor vehicle (as defined in section 31132)transportation for compensation.MULTI-MODAL SERVICE – Being or involving transportation by more than one mode oftransportation or type of TSP during a single journey. Multi-modal service occurs when two ormore different modes such as rail, truck, barge and/or sealift are used to move cargo from originto destination. Multi-modal service may occur in CONUS and/or OCONUS such as in Alaska,Hawaii, etc. The term ―multi-modal service‖ can be used interchangeably with ―intermodalmoves.‖NEGOTIATED MOVE – A consignment of one or more shipments from one or more shippersover a period not to exceed one calendar year moving to one or more consignees at one or moredestinations. Included within this definition are split pickups at origin and destination points andstop in transit to partially load and/or unload.NET EXPLOSIVE QUANTITY (NEQ) –Total quantity of propellant in a tank, drum, cylinder,or other container expressed in kilograms.NET EXPLOSIVE WEIGHT (NEW) –Total weight of all explosives Class 1 components ofan explosive which includes primary explosives, secondary explosives, pyrotechnics, andpropellants in a tank, drum, cylinder or other container expressed in pound.NO SHOW – Failure by a TSP to pick up a shipment on the agreed date and time.NORMAL OPERATING HOURS – Period of time the facility or installation (refer to theTransportation Facilities Guide [TFG] for specific installation normal operating hours) isregularly open for business Monday - Friday to receive and discharge freight.NON-USE LETTER – Correspondence that places a TSP in non-use status for a period of timeat either an installation or nationwide level.Issue Date: 29 March 2011 Effective Date: 01 April 2011Military Surface Deployment and Distribution Command1 Soldier WayScott Air Force Base, IL 62225-263-
