DEFINITIONS (APPENDIX D)SECTION JDEADHEAD – A transportation term for a movement by a TSP when the vehicle transports nopassengers or freight.DECK BARGE – Non-self-propelled vessel, usually flat bottomed and rectangular in structure,having an intact deck for the carriage of bulk materials. Also commonly referred to as a scow,lighter or hoy.DEFENSE TRANSPORTATION REGULATION (DTR), DoD 4500.9-R – Agencyregulation that establishes DoD policies and requirements that govern the utilization ofcommercial freight transportation services and Defense Freight Railway Interchange Fleet(DFRIF), for the transportation requirements of armed services through their militarydepartments and other DoD components within the Continental United States (CONUS).DEFENSE TRANSPORTATION SYSTEM - The Defense Transportation System (DTS) isthat portion of the worldwide transportation infrastructure that supports Department of Defensetransportation needs in peace and war. The Defense Transportation System consists of two majorelements: military (organic) and commercial resources. These resources include aircraft, assets,services, and systems organic to, contracted for, or controlled by the Department of Defense. TheDefense Transportation System infrastructure, including ports, airlift, sealift, railway, highway,in transit visibility, information management systems, customs, and traffic management that theDepartment of Defense maintains and exercises in peacetime, is a vital element of theDepartment of Defense capability to project power worldwide. It provides for responsive forceprojection and a seamless transition between peacetime and wartime operations.DEFENSE TRANSPORTATION TRACKING SYSTEM – A joint military service systemthat processes data shipment tracking data to ensure in transit safety and security command andcontrol that is hosted by <strong>SDDC</strong>. The Defense Transportation Tracking System provides 24-hourcontinuous command and control of the Department of Defense arms, ammunition and explosiveshipments moving in the public domain. The primary mission of the Defense TransportationTracking System are emergency response and intransit security of these shipments.DEFERRED SERVICE (D3) - Shipment to be delivered to consignee during consignee’snormal operating hours, as listed in the TFG, on or before the fifth business day after consignorrequested pickup date of shipment.DEFICIT WEIGHT RATING - Calculation of the price for transporting a greater weight thanthe actual total weight of the goods to be transported with the aim of achieving a lower price.DEMURRAGE – A charge made on rail cars or vessels (including barges) held by or for ashipper or consignee beyond the allowable free time for loading and unloading, for forwardingdirections, or for any other purpose. DEFINITIONS (APPENDIX D)SECTION JDEPARTMENT OF DEFENSE – The government executive department whose mission is toprovide the military forces needed to deter war and to protect the security of the United States.This department consists of the Office of the Secretary of Defense, organization of the JointChiefs of Staff, military departments, unified and specified commands, and defense agencies.DESIRED DELIVERY DATE (DDD) – A specific date by which delivery of a shipmentshould be accomplished by the TSP at the CONUS destination or CONUS air/water terminal.DESTINATION – The place to which a shipment is consigned or where the TSP delivers cargoto the consignee or agent.DETENTION – A charge made on trailers or containers held by or for the benefit of a shipperor consignee beyond the allowable free time for loading or unloading, for forwarding directions,or for any other purpose. Charges for detention are considered to be in addition to all otherlawfully owed transportation charges.DIRECT PROCUREMENT METHOD – A method of procuring transportation serviceswhere the government directly manages the shipment throughout. Packing, containerization,local drayage, and storage services are obtained from commercial firms under contractarrangements or by the use of government facilities and personnel. DPM shipments move fromgovernment to contractor, government to TSP, and not from contractor to contractor, or TSP toTSP. There are no business or contractual relationships between the origin and destinationcontractors or between the contractors and freight TSP.DISQUALIFICATION – Administrative action taken by the Military Surface Deployment andDistribution Command or theater Commander that results in excluding a TSP from transportingDepartment of Defense shipments, either from one or more origin points for specific routes or forall routes. This administrative action can also include the exclusion of a TSP or storage firmfrom participation in the Department of Defense Personal Property Shipment and StorageProgram at one or more installations for a definite or indefinite period of time.DIVERSION – Service offered by a TSP that allows a consignor to divert an en route shipmentfrom its original consignee or port of destination to another, or the changing of the mode ordesignated route of a shipment from that shown on the original transportation documentationwhile the shipment is in-transit.DoD APPROVED TRANSPORTATION SERVICE PROVIDER – A transportation providerwho possesses legal operating authority to conduct transportation services, who also meets allestablished DoD requirements and has received an official notice of acceptance to transport DoDFreight by <strong>SDDC</strong>.DOOR-TO-DOOR SERVICE – From shipper’s origin to consignee’s receiving point.Issue Date: 29 March 2011 Effective Date: 01 April 2011Military Surface Deployment and Distribution Command1 Soldier WayScott Air Force Base, IL 62225-257-
