DEFINITIONS (APPENDIX D)SECTION JDEADHEAD – A transportation term for a movement by a TSP when the vehicle transports nopassengers or freight.DECK BARGE – Non-self-propelled vessel, usually flat bottomed and rectangular in structure,having an intact deck for the carriage of bulk materials. Also commonly referred to as a scow,lighter or hoy.DEFENSE TRANSPORTATION REGULATION (DTR), DoD 4500.9-R – Agencyregulation that establishes DoD policies and requirements that govern the utilization ofcommercial freight transportation services and Defense Freight Railway Interchange Fleet(DFRIF), for the transportation requirements of armed services through their militarydepartments and other DoD components within the Continental United States (CONUS).DEFENSE TRANSPORTATION SYSTEM - The Defense Transportation System (DTS) isthat portion of the worldwide transportation infrastructure that supports Department of Defensetransportation needs in peace and war. The Defense Transportation System consists of two majorelements: military (organic) and commercial resources. These resources include aircraft, assets,services, and systems organic to, contracted for, or controlled by the Department of Defense. TheDefense Transportation System infrastructure, including ports, airlift, sealift, railway, highway,in transit visibility, information management systems, customs, and traffic management that theDepartment of Defense maintains and exercises in peacetime, is a vital element of theDepartment of Defense capability to project power worldwide. It provides for responsive forceprojection and a seamless transition between peacetime and wartime operations.DEFENSE TRANSPORTATION TRACKING SYSTEM – A joint military service systemthat processes data shipment tracking data to ensure in transit safety and security command andcontrol that is hosted by <strong>SDDC</strong>. The Defense Transportation Tracking System provides 24-hourcontinuous command and control of the Department of Defense arms, ammunition and explosiveshipments moving in the public domain. The primary mission of the Defense TransportationTracking System are emergency response and intransit security of these shipments.DEFERRED SERVICE (D3) - Shipment to be delivered to consignee during consignee’snormal operating hours, as listed in the TFG, on or before the fifth business day after consignorrequested pickup date of shipment.DEFICIT WEIGHT RATING - Calculation of the price for transporting a greater weight thanthe actual total weight of the goods to be transported with the aim of achieving a lower price.DEMURRAGE – A charge made on rail cars or vessels (including barges) held by or for ashipper or consignee beyond the allowable free time for loading and unloading, for forwardingdirections, or for any other purpose.
