WATER TRANSPORTATION SERVICE PROVIDER RULESSECTION DITEM 325NOTICE OF READINESS (NOR)A TSP will submit Notice of Readiness (NOR), DD Form 250-1, prior to performingloading/unloading, when mooring at dock for acceptance by authorized personnel at the dockingfacility. If dock space, product, or personnel are not available and the TSP is directed to a layberth, anchorage, or fleeting area, NOR may be tendered to authorized personnel from thatlocation. When mooring is permitted and dock clearance is given, the TSP will shiftimmediately to the assigned berth. In no event shall the time required for vessel shifting,berthing, or mooring will not be considered as Freetime/Laytime.ITEM 327NOTIFICATION1. The TSP will provide notification of at least 48 hours to the port before the estimated time ofarrival (ETA), and continue to provide updates at 24, 12, and 3 hours before ETA. At least24 hours before vessel dispatch, the TSP will provide shipper/consignee the name ofvessel(s) nominated and point of dispatch. The TSP will provide updates at least 24-hourintervals until arrival.2. The TSP will furnish shipper/consignee daily reports notifications until arrival at destinationand confirm these notifications in writing.3. Any TSP claim for demurrage that is submitted for payment without supporting notificationwill be returned unpaid.ITEM 329PERFORMANCEWhen authorized, the TSP will proceed to a designated loading point. If the TSP cannot furnishits equipment on date the vessel was ordered, DoD shall be permitted to substitute anotherqualified TSP to furnish transportation. The TSP, upon failing to perform its obligations shall beliable for all additional charges DoD incurs in arranging substitute transportation, and in no eventwill the TSP receive any compensation for that shipment.ITEM 331PROTECTION AGAINST THE ELEMENTSAt the shipper's request, the TSP agrees to provide proper protection of the cargo from theelements, which shall include protection from salt-water intrusion or adverse weather conditions.ITEM 333RELEASE VALUE RATESUnder this Item, the provisions of Section A, IV, Completing a <strong>SDDC</strong> 364-R Tender, set forth inthis publication shall govern release value rates.Issue Date: 29 March 2011 Effective Date: 01 April 2011Military Surface Deployment and Distribution Command1 Soldier WayScott Air Force Base, IL 62225-200-
