WATER TRANSPORTATION SERVICE PROVIDER RULESSECTION DI. GENERAL WATER TRANSPORTATION SERVICE PROVIDER RULESThis part sets forth mandatory requirements for compliance by a water TSP when providing ratesfor services offered to handle, store, or transport any type of DoD freight. Rules contained in thispart will be followed in order for water TSP to continue as a SDDC approved TSP.ITEM 313CARGO BLANKETINGTSP will be responsible for furnishing inert gas and shall be liable for any harmful effect oncargo when blanketing cargo. Time used to blanket cargo shall not be deemed asFreetime/Laytime.ITEM 315DEMURRAGE (DEM)1. A TSP shall enter in Section F-2 of the tender the following as free time allowed to enable ashipper and/or consignee to load/unload in barge. This free time will include removal of alldunnage, debris, and any special gear necessary to secure cargo in/on the barge, but shall inno event exceed eight hours per day:DEM(1)DEM(2)___ per hour to load___ per hour to unloadBulk liquid TSP will enter:DEM(3)DEM(4)___ Barrels Per Hour (BPH) to load___ Barrels Per Hour (BPH) to unload2. A TSP will grant DoD a minimum free time of 1 ½ hours at origin and destination for hookupand inspection plus one additional hour for each 2,000 barrels of cargo loaded anddischarged or other free time allowance requested in writing by DoD and accepted, inwriting, by TSP.3. For Laytime (prorated to the nearest hour) in excess of allowed free time to load or unload,demurrage charges shall be set forth in the tender as follows:DEM(5)$_____ per hour4. For shipments that involve the Return Shipment of a Retained Product, Item 347, in thissection, shall apply.5. TSP will invoice DoD Installations and facilities via an e-Bill in the Third Party PaymentSystem (TPPS).
