RAIL TRANSPORTATION SERVICE PROVIDER RULESSECTION CV. RULES ON TRANSPORTATION OF ARMS, AMMUNITION AND EXPLOSIVESAND OTHER HAZARDOUS MATERIALSThe rules and regulations provided in this part are applicable to transportation of HAZMAT asdefined in 49 CFR, Part 172.101 as well as materials not specifically defined as HAZMAT per49 CFR, Part 172.101, but are of a nature and character as to merit an extra measure ofprotection measures while in transit. Transportation of SRC I AA&E by rail is prohibited. TSPrequirements provided in this part will be followed in order to remain <strong>SDDC</strong> approved totransport DoD freight.ITEM 293ARRIVAL DURING OTHER THAN NORMAL OPERATING HOURSTSP will provide advance notification to consignee if arrival is expected to occur after normaloperating hours. The TSP will retain custody of shipment until delivery.ITEM 295DRAYAGEDrayage of shipments of AA&E (Class 1), inhalation hazard poisons (Divisions 2.3 and 6.1), orradioactive yellow - III label materials moving in rail TOFC/COFC/Intermodal service will betendered only to qualified motor TSP who are authorized by <strong>SDDC</strong>.ITEM 297EXPLOSIVES AND OTHER HAZARDOUS MATERIALSExplosives and other hazardous material will be transported in compliance with regulationspublished in 49 CFR and DoD 4500.9R, Part II. TSP are advised that interim notices of finalrules that affect the CFR are published in the Federal Register. Interim changes to the Bureau ofExplosives (BOE) are published as supplements to the basic publication. Special DoDrequirements related to rail transport of ammunition, explosives, sensitive materials, radioactivematerials, other hazardous materials and substances, and hazardous waste are provided in thissection.ITEM 299INSPECTION AND LOADING OF RAIL CARS/VEHICLES1. A TSP will ensure each empty rail car used to transport AA&E and other dangerous articlesis inspected prior to loading to ensure compliance with 49 CFR Parts 174.104 and 174.81.A TSP-provided three-part Car Certificate will be used to inspect rail cars used for shippingClass 1 (Divisions 1.1, and 1.2) Explosives in accordance with 49 CFR 174.104.2. All shipments must be loaded and placarded according to 49 CFR Part 172 standards.3. Rail cars must be properly sealed. Consult DoD 4500.9-R, Chapter 205, for a description ofapproved DoD security seals.4.
