RAIL TRANSPORTATION SERVICE PROVIDER RULESSECTION C2) When a TSP is requested to perform origin/destination terminal services, and theTSP’s tractor and/or the TSP’s employee remains with the vehicle at ashipper/consignee location, the following rules concerning delay or detention of theTSP vehicle will apply:a) Four hours free time will be allowed for loading/unloading of vehicle.b) Time is computed within normal operating hours at origin/destination,except when TSP is permitted by the shipper/consignee to work past thisperiod. If the TSP is unable to complete loading/unloading within theallowed free time by the end of business day, free time will resume at thebeginning of the next business day or when TSP actually begins work.c) When loading/unloading of vehicle is delayed beyond allowable free time, acharge of DTB (4) $_______ per hour or fraction will apply for delaybeyond allowable free time until the vehicle is released byshipper/consignee.2. In circumstances where a vehicle is unloaded, and then immediately reloaded at thesame location, each transaction will be treated separately. Free time for loading willbegin when free time for unloading ends.3. If a TSP is unable to load, unload, receive or dispatch to a railroad because of astrike, the following rules will apply:a. Time beginning from the first 12:01 AM after interference begins until first 12:00 AMafter interference ends shall be excluded from computing time and charges.b. Detention before and after interference will be consolidated.4. Free time and demurrage will be computed in accordance with applicable provisionsprovided in this publication. Demurrage charges will be in addition to applicablevehicle detention charges. RAIL TRANSPORTATION SERVICE PROVIDER RULESSECTION CITEM 255FURNISHING CHASSIS FOR COFC SHIPMENTS (FCS)A TSP will not supply chassis or other equipment for pickup or delivery of containers at a TSPramp at origin to a TSP ramp at destination, except as follows:1. A TSP providing line-haul service may furnish chassis or other equipment at a charge ofFCS(1) $_______ per shipment.2. Unless otherwise arranged between the shipper/consignee and the TSP, chassis or otherequipment furnished must be returned to the point where received and to the TSP from whichreceived.ITEM 257FURNISHING OF VEHICLES AND EQUIPMENT1. A TSP shall furnish vehicles with all equipment necessary to safely transport DoDfreight and comply with federal safety regulations.2. TSP-furnished vehicles containing surplus equipment that exceeds the amountnecessary to safely transport freight shall not be permitted to seek additional charges.3. The equipment furnished by a TSP may be rejected by a shipper/consignee if theshipper/consignee considers the equipment unfit for transport. Rejected equipmentwill not be subject to charges for Vehicle Furnished But Not Used, Item 287, in thissection.4. This item applies only under TOFC Plans where a TSP is required to furnishvehicles.ITEM 259HANDLING FREIGHT AT POSITIONS NOT IMMEDIATELYADJACENT TO VEHICLE (HHB)For HHB service, see Item 49 in the Section B of this publication.ITEM 261INTERMODAL SHIPMENTS (IMS)1.
