RAIL TRANSPORTATION SERVICE PROVIDER RULESSECTION CITEM 245TECHNICAL ASSISTANCE FOR LOADING RAILCARS (RDH)When requested by a shipper, a TSP may furnish an adviser/instructor who providestechnical assistance for loading railcars (RDH) by training government personnelregarding the proper/correct procedures according to federal regulations concerningloading and/or securing freight onto railcars. Under this item, the advisor/instructor shallnot perform any other physical function involving loading/unloading freight on railcars.Charge: RDH (1) $____ Per Job. Option: Enter ―$0.00‖ to perform at no charge.ITEM 247WEIGHT ALLOWANCES1. The term ―dunnage‖ includes any items commonly referred to as temporaryblocking, flooring, lining, racks, standards, strips, stakes or similar bracing orsupports that are not part of a shipping package, container or conveyance.a. Gross weight of shipments and actual dunnage weight will be stated separately.b. Shipments that are loaded in closed or open rail cars (other than shipments inISO containers, trailers or containers) will be provided an allowance for theactual weight of dunnage, which shall not to exceed 2,000 pounds per car in theshipment.c. Shipments that are loaded in ISO containers or trailers/containers on flat cars(TOFC/COFC) will be provided an allowance for the actual weight of dunnage,which shall not to exceed 500 pounds per ISO containers, trailer, or container.d. Any actual weight of dunnage that exceeds the maximum limitations set forth inparagraphs 1b and 1c above shall be assessed for the weight of the dunnage atthe cost of transporting the cargo. If a mixed shipment is involved, the actualweight of any excess dunnage will be assessed at rates applicable to lowest ratedarticle in the shipment.e. In no event shall any allowance be made for dunnage used in connection withbulk freight in closed cars at rates applicable to the article being transported.2. The term ―pallets‖ as used in this item shall include items commonly referred to aspallet sides, platforms, risers, runners, skids, fillers, separators, shrouds, covers, deckboards, metal braces, collapsible shipping bins, racks or shipping devices, used, ironor wood or iron and wood combined.a. Shipments loaded in ISO containers or in trailers/containers on flat cars (TOFC/COFC)will be provided a weight allowance for the actual weight of the pallets, which shall notexceed 800 pounds per ISO containers, trailer or container, and which shall be alsosubject to a maximum weight allowance of 2,000 pounds per car for the shipment.d. The weight of pallets that exceed the maximum limitations set forth in paragraphs 2band 2c above shall be assessed at the rates applicable to article being transported. Formixed shipments, the excess weight will be assessed at rates applicable to lowest ratedarticle in shipment.e.
