GENERAL RAIL TRANSPORTATION SERVICE PROVIDER RULESThis part sets forth requirements a TSP will follow when providing rates for services offeredwhen handling, storing, or transporting any type of DoD freight. Rules contained in this part willbe followed in order for TSP to continue as a SDDC approved TSP.ITEM 180RAIL IN-TRANSIT VISIBILITY (RAIL ITV) REPORTING1. All rail transportation service providers (TSPs) shall provide in-transit visibility (ITV) of carsof military interest on their tracks, in their bailment, or delivered by them to a point of loading orunloading.2. Where particular circumstances (e.g. trackage rights, haulage, reciprocal switching, switching& terminal trackage, etc.) mean that paragraph 1 tasks two or more TSPs to provide ITV of thesame car, only one TSP need provide ITV. The Government is indifferent as to which TSPprovides ITV, but will look to the tendering TSP, or, if no tender is involved, the TSP havingbailment, to correct the situation if ITV is not provided or is repeatedly provided incorrectly.3. ―Cars of military interest‖ are those cars that meet one or more of the following:19 *** **34 411 1835 484 2036 612 4037 114 **37 324 2041 111 1241 111 5241 111 5441 111 7041 117 10a. Cars, loaded or empty, and locomotives with DODX, USAX, USNX, or DAFXreporting marks.b. Loaded cars moving to or from a military installation.c. Cars loaded by a military shipper.d. RAIL TRANSPORTATION SERVICE PROVIDER RULESSECTION Ce. Empty cars nominated for loading or moving to be loaded on a military installation orby a military shipper.4. Rail TSPs shall have no obligation to provide ITV for:a. Movements after cars are reported as ―Placed to Patron,‖ i.e., on installationmovements.b. Intermodal movements when commercial terminals are used for both loading andunloading.5. Reporting of rail ITV by TSPs shall be performed by using Car Location Messages (CLMs).TSPs may provide CLMs directly, through Railinc Corporation, or through Value-AddedResellers (VARs). The CLM format to be reported, effective 1 OCT 2010, is ―Y – Custom ETAwith Years.‖ Until that date, CLM format ―H – ETA‖ may be used as an alternate.6. CLMs shall be delivered to IP 144.100.70.17 using Secure File Transfer Protocol (SFTP) orother mutually agreeable secure means of transmission.7. If batched, CLMs shall be delivered at least every 4 hours between the hour and quarter pastthe hour at 0200, 0600, 1000, 1400, 1800, and 2200 CST.ITEM 181BLOCKING, BRACING AND TIE DOWN SERVICES FORVEHICLES AND MILITARY TRACTOR TANKS (BLK)1. When requested by shipper, line haul rates submitted in a rail tender for vehicles andMilitary tractor tanks shall include blocking, bracing, and tie down (includingmaterials and inspector) services on railcars.2. In these circumstances, a TSP will complete section F(2) of the 364-R tender byentering BLK (1) and enter zeroes in the ―Charge.‖ITEM 183COMPUTATION OF TANK CAR FREIGHT CHARGES1. The applicable freight charges for tank car shall be considered to be the greater of (exceptfor those circumstances specifically provided for under the Exception provision in paragraph2):a.
