Rejected equipment will not be subject to VFN charges.6. Any equipment furnished for any shipment that possesses greater capacity than required bythe government merely for the convenience of the TSP will be provided at no additional costto DoD.ITEM 137CIRCUITOUS ROUTING (CTR)1. When Circuitous Routing (CTR) charges are based on distance, shipments requiring specialpermits will be determined according to DTOD practical mileage.2. When rates are based on other than distance and out-of-route mileage is mandated bylaw/regulation, excess mileage will be subject to a charge of CTR(1) _____ per mile.3. When circuitous routing is used merely for TSP convenience, circuitous charges will notaccrue, and transportation charges shall be calculated on shortest route mileage, regardless ofmileage actually traveled.ITEM 139CLEANING (CLN)In the event that DoD tenders to the TSP contaminated fuel, the TSP shall be entitled to acleaning charge of its tank truck.In such circumstances, the charge will be CLN(1) $per vehicle unit cleaned.ITEM 141COMPUTATION OF FREIGHT CHARGESExcept as provided in Minimum Loads/Gallons, Item 149, freight charges in DoD tendersgoverned by this publication will be the higher rate of:1. TSP rate multiplied by the minimum gallons stated in the tender, or2. TSP rate multiplied by the temperature-corrected gallons (see Definitions, Appendix D)placed in the vehicle at the time of loading and will be determined by the loading facilitythrough either the use of temperature-compensating meters or by manual conversion inaccordance with the appropriate tables in the most recent edition of the API Manual ofPetroleum Measurement Standards (MPMS)' available for purchase at http://api-ep.api.org/.Issue Date: 29 March 2011 Effective Date: 01 April 2011Military Surface Deployment and Distribution Command1 Soldier WayScott Air Force Base, IL 62225-148-

Unless otherwise specifically noted in this Item, the provisions set forth in ExpeditedService, Item 35, of this section, will apply to expedited Service for Tank TruckTransportation.2. Where line-haul rates are based upon a per hundredweight criteria, the EXP charge will bethe applicable line-haul rate at the highest minimum weight, or actual weight if greater, andincreased 20 percent. Where line-haul rates are based upon a per mile or per vehicle usedbasis, the EXP charge will be assessed at the line-haul rate plus 20 percent in addition to allother applicable charges.ITEM 145FRACTIONSFor computation of fractions, see Section A, IV, Completing a SDDC 364-R Tender, Para. C,Section D, in this publication.ITEM 147HOSE (EDD/EDO/HOS/HOX)1. TSP will provide either 2- or 3-inch hose (inside diameter) upon request of theshipper/consignee, and provision of such equipment is subject to the following conditionsand charges:a. Distance from the shipper's discharge point to TSP vehicle intake point exceeding 36-feet,or;b. Distance from the point of discharge of the TSP vehicle to consignee's intake pointexceeding 36-feet, whichever is greater.HOS(1) $ per foot, subject to a minimum charge of HOS(2) $ .2. In circumstances whereas specific hose is required due to special requirements of a shipment,e.g., Chem-Solv, Stainless Steel, Teflon, or Vitron, by the shipper and/or consignee, either 2-or 3-inch hose (inside diameter) meeting that specific need will be provided by the TSP, andshall be subject to the following conditions and charges:a. Distance from the shipper's discharge point to TSP vehicle intake point, orb. Distance from the point of discharge of TSP vehicle to consignee's intake point, whicheveris greater.HOX(1) $ per foot, subject to a minimum charge of HOX(2) $ .3.
