MOTOR TRANSPORTATION SERVICE PROVIDER RULESSECTION Bminimum, be surrounded by a perimeter fence to limit access. Secure trailer and/or dromparking areas will be designated ―restricted areas‖ and will be located within the establishedcontrolled area. The restricted area will be located in a revetment area protected by an earthgradedberm that is at a minimum 20-feet in height. Additionally, the restricted area will beprotected by its own perimeter fence located on top of the earth-graded berm. Entrances intothe restricted area will be constructed in such a manner to prevent a straight drive through orunobstructed view into the storage area.4. All restricted areas are required to operate a color CCTV system to provide enhanced securityover the parking area. Administrative buildings located within the terminal, maintenancefacilities and terminal guard stations will be included within the definition of ―controlled area‖and have CCTV coverage. Any new CCTV systems must record digitally and TSP willmaintain any video footage for a minimum of no less than 21 days. All system must becapable of being monitoring from the guard structure as well as a remote location. Recordingwill occur in a secure location separate from the guard structure.5. New installations should have perimeter intrusion detection systems installed around therestricted area. If an intrusion detection system is not utilized, then the CCTV system must becapable of integrated intelligent video motion detection.6. Any structures utilized to house on-duty security forces must be designed in such a manner asto significantly mitigate any small arms fire threat. Any new structure intended should providea protection level equivalent to NIJ ballistic level IIIA or higher.7. Warning signs indicate that the area is a restricted area will be posted at each entry point andalong the terminal perimeter at 100 foot intervals, and be readily observable and understoodby individuals who approaching the terminal facility. In areas where English is one of two ormore languages commonly spoken, warning signs will contain the local language in additionto English.8. TSP will establish strict access control measures for all personnel and vehicles entering theterminal's controlled and restricted areas. At a minimum;a. Photo identification cards for all individuals will be required and displayed at chestlevel or between the neck and beltline when an individual is physically in the terminal.b. Visitors, to include vendors, will be logged in/out on a company visitor registrationform and issued a visitor's badge displayed, in the same manner prescribed for companyemployees, at all times prior to being granted access to the controlled area.c. Any authorized visitor will be escorted at all times by an authorized employee whilethat visitor is within a controlled area.
