MOTOR TRANSPORTATION SERVICE PROVIDER RULESSECTION B6055.9 STD, DoD Ammunition and Explosives Safety Standards will be observed for allshipments. TSP are advised that shipping documents will be thoroughly examined at theentrance of a DoD installation/activity to prevent entry of any unauthorized shipments ontothat installation/activity. Upon verification of those shipping documents at the entrance of theinstallation/activity. TSP vehicles shall be directed to proceed to a Secure Holding Arealocated within appropriate security area.2. The minimum required security standards for commercial TSP terminals to handle SecurityRisk Category (SRC) III, IV, and Uncategorized Division 1.1, 1.2 and 1.3 AA&E up to amaximum of 100 hours are listed below. No SRC I or II shipments shall be allowed in TSPterminals under any circumstance. For other shipments, all terminals will have armed guardsas stated in Item 81 of this section. A TSP will maintain a comprehensive facility securityplan that has been previously approved by <strong>SDDC</strong>, and that security plan shall be based on theDSS initial certification inspection and evaluation of the <strong>SDDC</strong> AA&E Team or via theTransportation Safety and Security (TRANSS) contractor performing the initial certificationinspection. The facility security plan shall be revalidated during follow-up inspections ofvisits. Plans will contain a detailed security diagram of the terminal, that specificallyidentify the controlled and restricted areas, security force locations, and locations of anysurveillance security equipment, such as Intrusion Detection System (IDS) and ClosedCircuit TV (CCTV), as appropriate. The security plan will specifically address how thatterminal implements and complies with all of the standards set forth below.a. Access Controlb. Guard Force standards, qualification, training, equipmentc. Fencingd. Lightinge. Barriers (e.g., jersey concrete barriers, etc.)f. Key and lock controlg. Emergency communicationsh. Emergency poweri. Emergency response forcesj. Procedures for response to terrorism/criminal threats or other emergencies3. Double barrier protection for all shipments of AA&E will be provided at approved terminalareas.
