MOTOR TRANSPORTATION SERVICE PROVIDER RULESSECTION B(2) hours must be approved in advance by SDDC, G9, and for after-hours assistance,contact SDDC, DTTS (see Section A, Part VIII, Table 1).b. For DDP shipments, to include but not limited to SRC III and IV AA&E, a the TSP ispermitted en route stops of up to four (4) hours. Stops over four (4) hours must beapproved by SDDC, G9, and for after-hours assistance, contact SDDC, DTTS (seeSection A, Part VIII, Table 1). For stops conducted at an SDDC-approved TSP-ownedsecure holding facility, refer to Item 91, Terminal Security Standards for Secure Holdingof Arms, Ammunition and Explosives (AA&E) and Item 95, Terminal Safety Standardsfor Secure Holding of Arms, Ammunition and Explosives (AA&E) for further guidance.Non-AA&E shipments requiring DDP should refer to Item 93, Terminal SecurityStandards for Secure Holding of Non-AA&E Shipments.2. For guidance on emergency stops, contact SDDC, DTTS (see Section A, Part VIII, Table 1).ITEM 87HAZARDOUS MATERIALS ROUTING MILEAGEWhen rates are based on distance for shipments involving Class 1, Division 1.1, 1.2, 1.3 or(1,001 pounds or more) 1.4 ammunition, explosives and/or radioactive materials that requireplacarding, IAW 49 CFR, Part 172.504, a TSP shall utilize the applicable mileage as calculatedby DTOD Hazardous Materials Routing Module.ITEM 89PICKUP OF TRANSPORTATION PROTECTIVE SERVICESHIPMENTSTSP shall be provided a minimum of 48 hours notice prior to the time of pickup at origin forshipments requiring a TPS. A TSP may be requested, in emergencies, to pickup SRC I and IIshipments with less than 48 hours notice.ITEM 91TERMINAL SECURITY STANDARDS FOR SECURE HOLDING OFARMS, AMMUNITION AND EXPLOSIVES (AA&E)1. Terminal Security Standards for secure holding of Arms, Ammunition, and Explosives shallbe either DoD installation/activity or an SDDC approved TSP owned secure holding facility,and such facilities may be utilized for the temporary parking of commercial TSP motorvehicles that are transporting Categorized AA&E or classified materials. In no event shallthis Secure Holding relieve the TSP of any liability relating to the safe transport of theshipment at issue. Furthermore, in no event shall this provision be interpreted to mean thatDoD assumes any responsibility or liability for either the shipment or the equipment of theTSP. Due to the special security standards for these special shipments, the terms andconditions of providing Secure Holding Area shall in no event be inconsistent with anyprovision of the TSP’s contract of carriage. The Secure Holding Area accorded is strictlytemporary. TSP are advised that shipping documents will be thoroughly examined at theentrance of a DoD installation/activity to prevent entry of any unauthorized shipments ontothat installation/activity. Upon verification of those shipping documents at the entrance of theinstallation/activity. TSP vehicles shall be directed to proceed to a Secure Holding Arealocated within appropriate security area.2. The minimum required security standards for commercial TSP terminals to handle SecurityRisk Category (SRC) III, IV, and Uncategorized Division 1.1, 1.2 and 1.3 AA&E up to amaximum of 100 hours are listed below. No SRC I or II shipments shall be allowed in TSPterminals under any circumstance. For other shipments, all terminals will have armed guardsas stated in Item 81 of this section. A TSP will maintain a comprehensive facility securityplan that has been previously approved by SDDC, and that security plan shall be based on theDSS initial certification inspection and evaluation of the SDDC AA&E Team or via theTransportation Safety and Security (TRANSS) contractor performing the initial certificationinspection. The facility security plan shall be revalidated during follow-up inspections ofvisits. Plans will contain a detailed security diagram of the terminal, that specificallyidentify the controlled and restricted areas, security force locations, and locations of anysurveillance security equipment, such as Intrusion Detection System (IDS) and ClosedCircuit TV (CCTV), as appropriate. The security plan will specifically address how thatterminal implements and complies with all of the standards set forth below.a. Access Controlb. Guard Force standards, qualification, training, equipmentc. Fencingd. Lightinge. Barriers (e.g., jersey concrete barriers, etc.)f. Key and lock controlg. Emergency communicationsh. Emergency poweri. Emergency response forcesj. Procedures for response to terrorism/criminal threats or other emergencies3. Double barrier protection for all shipments of AA&E will be provided at approved terminalareas.
