When this publication is updated, a notice will be posted on the website with all changesidentified in the "Change" column of the Table of Contents for each section. Any change that results in a significant effect, significant cost or administrative impact willbe published in the Federal Register in accordance with 41, U.S.C. §418. The effective dateof the change will be published on the SDDC’s website and if a significant change, it will bepublished in the Federal Register. On the effective date, all changes will become effectiveand bind the TSP. They are incorporated automatically into a carrier’s tender(s) and bills oflading issued from that date forward.
