Altoona. Johnstown’s greater proximity to the Meadows and the Rivers limits its revenue and<br />

impact potential, and Williamsport has a very small local market in addition to facing<br />

competition by Mohegan Sun and Penn National for more distant markets. Although Altoona has<br />
