Duringmost of his 32years with the department, he servedas Secretary. Upon his retirement in1989 he was serving as Deputy ChiefR. D. (Doc) Savage, Retired <strong>Fire</strong> Chiefof old Spring Branch FD (now TheVillage FD) passed away August 7.Chief Savage was one of the foundingmembers of the Harris County <strong>Fire</strong>fightersAssociation. Savage also was aninstructor at the Municipal Texas <strong>Fire</strong>Training School in the 50’s.William H. (Bill) Richardson, 37, aBrazos County Precinct #4 volunteerfirefighter died July 1, when the 18-wheeler he was driving collided with atrain in Milam County. He is survivedby a 17-year-old son and a six-monthold daughter.Ceylon Ammons passed away August11. He was an active member of theRockport VFD for over 48 years. He wasactive until the time of his death,attending most of the training sessionsand directing traffic at fire calls.Lee F. Murati, 64, Chief of San Elizario,passed away at his home August 30,having suffered a heart attack.R. C. (Carl) Smith, Retired <strong>Fire</strong> Chiefof Wild Peach VFD, passed awaySeptember 20, after an extended illness.Gregory Bryant Tucker, 48, <strong>Fire</strong> Chieffor the City of Westlake, passed awaySeptember 28 after a long illness. He issurvived by his wife Tina, sons Keithand Lance.IN MEMORIUMof Volunteers.In 1974 Norman was appointedAssistant Secretary to the SFFMA. In1980 he was elected Secretary, a positionhe held until running unopposedfor 4th Vice President in 1993.Ben and his wife Shirley began thefirst newsletter for the association. Benwrote the articles and Shirley didpasteup. .He is survived by his wife Shirley,daughter Karen and her husband andtwo grandchildren.Fordyce L. (Fordy) Sims, 75, RetiredBattalion Chief for Dallas <strong>Fire</strong> Rescue,volunteer for Cedar Hill andDuncanville <strong>Fire</strong> Departments, andRetired Assistant Chief of DeSoto <strong>Fire</strong>Rescue, passed away August 26. Simsspent 29 years with the Dallas <strong>Fire</strong>Department and retired at the rank ofBattalion Chief in 1978. He also servedthe Cedar Hill and Duncanville <strong>Fire</strong>Departments during the 60s and 70s asa volunteer. In 1971 Chief Sims joinedthe DeSoto <strong>Fire</strong> Rescue part-time andserved as Training Officer at a Captain’srank. Upon his retirement from Dallasin 1978 he became full-time with DeSotoand served as Assistant Chief until hisretirement in July of 1992. He alsoattended and instructed at TEEXMunicipal <strong>Fire</strong> School for 29 years.LINE OF DUTYRoger Michael Dunn, 48, a 20-yearmember of the Clute VFD. Died in theline-of-duty August 12. He suffered aheart attack at the scene. He is survivedby his wife Nancy, daughterNicole and stepdaughter Melanie.Travis L. Wiens, 28, of the WichitaFalls West VFD. Wiens died August12, of tramatic injuries received whilefighting a grass fire. He was formerlya member of the Electra VFD. He issurvived by his wife Stephanie.SFFMA Members AttendNational Fallen<strong>Fire</strong>fighters MemorialSFFMA President Tommy Andersonand his wife Trish and ExecutiveDirector Helen L. Johnson, attendedthe Annual Fallen <strong>Fire</strong>fightersMemorial Weekend in Washington DC,October 4-6.Due to the large number of firefighterswho died in the line of duty in2001, the service was moved fromEmmitsburg, MD, to the MCI Center inWashington DC. The CandlelightService, held at the Basilica of theImmaculate Conception, was filled tocapacity as Hal Bruno, Chairman of theNational Fallen <strong>Fire</strong>fighters Foundation,welcomed fire service families. U.S.Senator Paul Sarbanes provided theTribute to the <strong>Fire</strong> Service Family.Sunday’s Memorial Service wasattended by 15,000 people at the MCICenter. U.S. Representative StenyHoyer, the United <strong>State</strong>s Marine CorpsBand, U.S. Representative Curt Weldon,FEMA Director Joe Albaugh, and TomRidge, Director of the Office of HomelandSecurity participated in theprogram. Four hundred forty-fivefallen firefighters were honored at theceremony. Their families were recognizedand tribute paid to them from agrateful nation. The ceremony endedwith a rendition of God Bless Americaby Sandi Patty.Four Texas Fallen <strong>Fire</strong>fighters werehonored at the Ceremony. They are:David Butler from Spring Branch VFD;Jim Clingenpeel from Rosehill VFD;Gerald Wayne Fields from Dallas<strong>Fire</strong>/Rescue; and Jay Paul Jahnke fromHouston FD.Those from the Texas <strong>Fire</strong> Serviceattending with the SFFMA groupwere Willie and Jessica Wisko, DellaWilliams, and Brent and Robin Williamsfrom the WPI <strong>Fire</strong>fighters Fund. Their passion is evidentin all that do.Tommy’s father always told him thatif he invested as much time in hispersonal life as he did in the volunteerfire service, that he would be a wealthyman. Tommy’s answer to that is“wealth comes in different ways...forme it is the treasure of giving back tothe community through the volunteerfire service.”Tommy’s advice to young people isto find the rewards of helping otherpeople. Self-satisfaction and selfworthcan be achieved through ourvolunteer endeavors. “Get an educationand then become all that you’vedreamed of becoming,” is sage advicefrom a true ‘giver’.Tommy enjoys working with FMradios, is a member of the John MitchelMasonic Lodge 1401 in Hitchcok and anactive member of Aldersgate UnitedMethodist Church in Santa Fe.Helen L. Training disksthat had been sent in by departments,tracking their training activity oncomputer systems, were sitting in a boxin a corner gathering dust. Now, a yearlater, after a significant commitment ofresources from the Executive andCertification Boards, and considerableeffort from the SFFMA staff, Escaladestaff, and training coordinators fromaround the state (with notablecontributions from John Paul Feeleyand Brian Scheffer), SFFMA rolled outa solution for Texas’ volunteerfirefighters: SFFMA Online!What is SFFMA Online?SFFMA Online is a web-based computerapplication accessible throughthe www.sffma.org website via the“Login Here” link. This system enablesfire chiefs and training coordinatorsto enter, track, and update trainingactivities, membership status, anddepartment data online in real time.SFFMA members will have the abilityto access their individual trainingrecords as well. System design decisionswere guided by the followinggoals:* Empower training coordinatorswith all of the tools needed tocreate and submit accurate annualtraining progress reports* Enable training coordinators to useSFFMA Online to track training objectivesin addition to credit hours* Enable fire chiefs to review andupdate SFFMA information whichaffects their dues and to printup-to-date invoices* Enable training coordinators whocurrently track training on other,standard computer systems toeasily transfer that information intoSFFMA OnlineWho Can Access the System?Over 1100 member fire departments’chiefs and coordinators are able toenter, track, and update informationabout firefighters in their department.In addition, any member of SFFMA canaccess SFFMA Online by entering theirSSN and date of birth. Of course, thisrequires that their SSN and date of birthbe accurately reflected in the system.Once logged in, SFFMA members willbe able to review and print theirindividual training activities andprogress reports.Each fire department was issued aUser ID and password, which can beused by the fire chief, training coordinatorand any of their designees. Howthat access is controlled will be up toeach individual department, it is anticipatedthat the primary user will be thetraining coordinator. Requirements toaccess the system are a PC with accessto the Internet, Microsoft Windows 95or later, and Internet Explorer v5.0or above. To view reports, AdobeAcrobat v5.0 or above must be installed.SFFMA Online is availableSFFMA Online has been made availableto fire departments over a 6-weekperiod beginning September 17.A sign-up package was sent via U.S.mail to each department with theinformation required to get started includinga User ID, password, and basicinstructions. This signup packageshould have been received. The purpose of this safety groupis to reduce workers’ compensationpremiums by offering competitivegroup pricing, premium discountsbased on the entire group’s premiumvolume, specifically designed lossprevention programs, training andeducational opportunities, and dividendsfor good performance.The Emergency Service Organization(ESO) workers’ compensation safetygroup recently received a $28,712dividend from Texas Mutual InsuranceCompany. This is the first groupdividend that the ESO safety group hasearned since it partnered with TexasMutual Insurance Co. in 1999.“We’re very pleased with the ESOsafety group’s efforts,” said KenLauber, Texas MutualSM vice presidentof Field Operations. “With continuedfocus on safe workplaces and accidentprevention, as well as managed growthof the group, we’re optimistic that theESO safety group can improve its overallloss ratio, increase its premium volume,and continue to earn future TexasMutualSM group dividends.”A group’s volume and loss ratio arekey components in determiningwhether it qualifies for a dividend. Formore information, contact BarbaraMarzean at 800/252-9435.Leaders Get Creativein Lean TimesBy George BurkWhen most executives discuss thetenor of business these days theyinvariably use words like “stressful,”“lean,” and “tough.” While an economicrecovery is not that far away,orders for products and services remaindifficult to secure forcing manycompanies to adhere to staff cuts orhiring freezes. So, in this day and age,how can leaders inspire employeeswho must work harder to woo newcustomers, and do the work that wasonce handled by larger staffs?Leaders can no longer rely on thetraditional financial incentives sopopular in the recent past. Instead,leaders must be creative in finding newand inexpensive perks – all handeddown to their employees using solidleadership skills.For example, advertising agency J.Walter Thompson is weathering theworst business downturn since WorldWar II, with large corporate marketersslashing advertising budgets. Althoughthe agency cut staff only minimally, itlost some big accounts and has tocompete hard for new ones. BobJeffrey, president of the NorthAmerican Division, says he motivateshis staff by relying on “simple, oldfashionedvalues such as recognizingpeople and making sure they feelconnected to the company.”His model has involved making surehe knows the challenges his employeesface in their personal lives as well as onthe job. When he learned that oneemployee was going through a divorce,he helped her out implementing amore flexible work schedule andtelecommuting. “I decided we’d doeverything we could to give her someair cover for a while,” he said. He alsotries to ensure that all employees feel asense of ownership in the agency. “Ourreceptionist is an important personbecause the way she answers the phoneinfluences how clients feel about us,”he added.He sees his biggest challenge at theagency after running his own smallagency as trusting people to have hishigh standards. Danielle Dawn Smalley FoundationThe Safety of First Responders and InnocentBystanders is Our Primary ConcernOn August 24, 1996 a defective highpressuregas pipeline exploded andtook the life of Danielle Dawn Smalleyand her friend Jason Stone. Danielle’stragic death inspired the creation of TheFoundation that bears her name.Danielle Dawn Smalley Foundation:The major initiative of the Foundationis to provide pipeline safety trainingand technical assistance to firstresponders in rural areas throughoutthe United <strong>State</strong>s. In addition tovolunteer fire departments, emergencymedical technicians, and local lawenforcement, The Foundation considersthe training of Sheriffs deputies, statepolice, state and National Guard units,and emergency management personala necessity. Members from any of theabove agencies could very well be firston the scene of a pipeline emergency.These intensive workshops and on-sitetechnical assistance will prepare firstresponders to deal with the risksassociated with high-pressure pipelines,and in case of an emergency, respondin appropriate ways to mitigate thisdanger. This training and technicalassistance is available to first responderunits and other interested communityorganizations.Public Awareness: The Foundationencourages trained first responder unitsto become pro active in their communitiesby speaking to individuals, churchgroups, schools, work places, and otherinterested parties located near highpressurepipelines. As wedebate the next steps in the War AgainstTerror, I hope that we do not forgetthose who died, either as victims of theattack or the heroes who paid theultimate price to help save them.Neither should we forget those who arenow on the front lines in this waragainst terror... the brave men andwomen in military service of ourcountry.We have celebrated the anniversaryof September 11, and honored thePatriots who died on that day. PresidentBush and Governor Perry issuedproclamations declaring “NationalDays of Prayer and Remembrance” andthat all American and <strong>State</strong> flags wereflown at half-staff, and all Americansjoined in unity to honor the victims ofSeptember 11. Programs were plannedto honor these patriots, not only in NewYork, Washington and Pennsylvania,but also in every state capitol and mostcities and towns. There were remembrancesto honor the victims andcelebrations to honor the heroes, butfor many of us that watched thatblack smoke fill the blue skies thatSeptember morning, nothing will evertake us back to what America used tobe before that fateful day.From our prospective as an agencythat serves Emergency Services Personnelon a daily basis, we note that forthe most part, <strong>Fire</strong>, Police and EMSPersonnel shun the title of hero...eventhough we believe they are. They don’tthink of themselves in terms of being ahero or their work as being heroic. Theysimply believe that they are doing thejobs for which they have been trainedto do. When we visited the fire fightersat Engine 24, Ladder 5 in New YorkCity, they were somewhat overwhelmedby all of the attention that wasbeing heaped on them by the rest of theWorld, not ungrateful, but amazed thatthey were being held to such loftyheights for something that theyconsidered “their job”. Webster defineshero as one who is admired for theirachievements and noble qualities;one that shows great courage, andheroic as exhibiting or marked by courageand daring; supremely noble orself-sacrificing. I believe that thisdescription fits not only the <strong>Fire</strong>, Police28and EMS personnel that responded thatinfamous day one year ago, but also allthose men and women who responddaily in their cities, towns and communitiesall across this nation...whetherthey want to be considered a hero ornot.In other news at the FFPC, EloiseRaphel has joined our staff on August12, as a Retirement System BenefitSpecialists IV for the TSESRA Program.Eloise worked for seven years at theEmployees Retirement System of Texasas a Benefit Specialists, and for five yearat the Texas Teacher Retirement Systemas a Retirement System BenefitSpecialists before joining us.
