Fixing pipes of the Tietê 15 interceptor, São Paulo East End.Onda Limpa Litoral Norte (North ShoreClean Wave)EC9 This program will increase sewage collection and treatment in the northshare, to the benefit of approximately 600,000 people in the cities of SãoSebastião, Ilhabela, Ubatuba and Caraguatatuba. Up to 2015, the program willheighten the region’s sewage collection and treatment from 36 to 88 percent,improving the population’s health and well-being, and leveraging economicdevelopment by increasing the region’s tourist flows.Investments of approximately R$480 million include the construction of 390kilometers of collection systems, sewage mains, interceptors and outfalls,26,000 new household connections, 155 sewage lift stations, and 15 sewagetreatment plants, as well as a sea outfall, laid in May 2009, and the IlhabelaWastewater Pretreatment Plant.Água no Litoral (Coastal Region Water)The purpose of this program is to ensure the supply of treated water to thepopulation residing in all São Paulo State coastal cities served by <strong>Sabesp</strong>, and theseasonal population, mainly the population visiting the region during the summer,to reduce demand pressures during the peak season. It will benefit approximately3.7 million people.The program provides for investments in production expansion, treated water qualityimprovement, increasing water transmission and storage capacity, distributionsystem expansion, and increase in the number of household connections.In 2009, we started the construction works of the Jurubatuba Water TreatmentPlant (WTP), in Guarujá; the Mambú-Branco WTP, in Itanhaém; and the Melvi-Boqueirão watermain, in Praia Grande. We have also redirected the Itu Systemwatermain, started the construction of the Itu WTP, in São Vicente, published theTender Notice to build the Melvi WTP, in Praia Grande, and resume the constructionof the Antas WTP, in Mongaguá, with budgeted investments of R$428 million.Project TietêProject Tietê is focused on improving better water quality in the Tietê RiverBasin, São Paulo Metropolitan Region, by expanding the wastewater collectionand treatment infrastructure. The project was started in 1992 and involvesinvestments totaling US$2.5 billion, divided into three phases.The first two phases of the program increased wastewater collection in theSão Paulo Metropolitan Area (RMSP) from 70 to 84 percent, and wastewatertreatment leaped from 24 to 70 percent. These actions a significant reduction inthe pollution level in River Tietê, downstream the São Paulo Metropolitan Areaand the pollution load on the Billings dam watershed.In 2009, we took important steps for the third stage of Project Tietê. Theobjective of this stage is to increase the collection rate to 87 percent and thetreatment rate 84 to percent by 2015.The following works were considered to fulfill these goals: (i) 580 km of collectorsand interceptors, (ii) 1,250 km of collection system, and (iii) 200,000 householdconnections. These actions will benefit 1.5 million people with collection servicesand 3 million with sewage treatment services.Expected to last six years, the investment during this phase is estimated atUS$1.05 billion, of which US$600 million come from Inter American DevelopmentBank (IADB) financing, US$200 million from <strong>Sabesp</strong>, and US$205 million fromother funding sources.In 2009, the IADB approved a loan to <strong>Sabesp</strong> that will allow us to start thetenders of Phase 3 works. For 2010, we expect starting the construction ofanother 240 Km of sewage mains and almost 400 km of pipes, and the publicationof the tender notices for the expansion of the sewage treatment plants.38 Relatório de Sustentabilidade 2009 39
Metropolitan Water ProgramThis program’s objective is to ensure regular supply of treated water to themunicipalities São Paulo metropolitan area (RMSP) served by us and the permitteecities (buyers of <strong>Sabesp</strong>’s water in bulk). Total investments under the program areestimated at R$2.74 billion, over eight years.In 2009, we completed the transmission, storage and dam works. We should alsohighlight the start, in 2009, of the construction works of the Alto Tietê Public-PrivatePartnership, which has already invested approximately R$126 million. The worksshould be completed by the end of 2010, which will increase the nominal capacity inthe Alto Tietê System will increase to 15m3/s from 10m³/s, with direct benefits to1.5 million people in the eastern region of the São Paulo Metropolitan Area, includingthe cities Arujá, Itaquaquecetuba, Poá, Ferraz de Vasconcelos, Suzano, Guarulhosand Mogi das Cruzes, in addition to increasing the reliability, flexibility and wateravailability of the integrated system that supplies the Greater São Paulo.Córrego Limpo (Clean Brook) ProgramEC8 After the program is completed, which is estimated for the end of 2010,one hundred brooks will be recovered and more than 1,000 liters of wastewaterper second will no longer be disposed in streams in the City of São Paulo.The volume of sewage to be diverted for treatment will be equivalent to thewastewater produced by a city of 750,000 inhabitants.During the Program’s Phase 1, completed in March 2009, we performeddecontamination actions in 42 brooks, of which 28 were fully decontaminatedand 14 had they main sections recovered. Phase 2 started right after thePhase 1 and has the objective of cleaning 58 other brooks and streams by theend of 2010. Currently, 64 brooks were fully decontaminated. The investmentestimated for these two phases was R$197 million, of which R$143 million wasfunded by <strong>Sabesp</strong> and R$54 million by the City of São Paulo. The project willbenefit approximately 2 million people.Vida Nova (New Life) ProgramThe Vida Nova Program, which includes the Watersheds Program, among otherprojects, consists of actions focused on the preservation of the watersheds in theSão Paulo Metropolitan Area, especially the watersheds of the Guarapiranga andBillings dams. Most of the funds will be invested in building wastewater collection andtreatment infrastructure. Vida Nova also includes green area preservation projectsand the urbanization of favelas (slums), with a direct benefit to 45,000 families.In the whole, the program gathers investments of approximately R$1.2 billionfrom the São Paulo State Government, the cities in the region, and the FederalGovernment. <strong>Sabesp</strong> is investing R$300 million. Vida Nova is coordinated by theState Department of Sanitation and Energy, with actions by <strong>Sabesp</strong>, CDHU (StateHousing Authority), and cities in the region.Vida Nova couples sanitation and housing.Cruzeiro do Sul brook revived.40 Relatório de Sustentabilidade 2009 41
