The EU-27 and EFTA countries were net exporters <strong>of</strong> sodium hydroxide in 2010. Imports <strong>of</strong><br />
liquid and solid sodium hydroxide accounted <strong>for</strong> 601 kt and 46 kt, respectively, while exports<br />
accounted <strong>for</strong> 785 kt and 90 kt, respectively [ 6, Euro <strong>Chlor</strong> 2011 ].<br />
Western Europe is a significant exporter <strong>of</strong> caustic soda to outside <strong>the</strong> region (140 million euros<br />
in 1996) [SRI Consulting, 1997].<br />
1.4.3 <strong>Chlor</strong>ine/sodium hydroxide: a delicate balance<br />
The co-production <strong>of</strong> chlorine and sodium hydroxide in fixed proportions, 1.128 tonnes <strong>of</strong><br />
caustic (as 100 % NaOH) per tonne chlorine produced, has always been a problem <strong>for</strong> <strong>the</strong><br />
chlor-<strong>alkali</strong> industry. Each product is used <strong>for</strong> a very different end use with differing market<br />
dynamics, and it is rare that demand <strong>for</strong> <strong>the</strong> two coincides. Both products are used <strong>for</strong> very<br />

<strong>the</strong> two coincides. Depending on which demand is dominant, ei<strong>the</strong>r can be regarded as <strong>the</strong> main<br />
a by-product, and <strong>the</strong> price varies accordingly. Price fluctuations can be extreme between cases<br />
<strong>of</strong> excess and short supply. For example, mid-2008 saw a high <strong>of</strong> almost USD 1000 per tonne <strong>of</strong><br />
NaOH which fell to a low <strong>of</strong> approximately USD 15 per tonne in <strong>the</strong> fourth quarter <strong>of</strong> 2009 [ 48,<br />
ICIS Chemical Business 2011 ]. Price fluctuations can be extreme: in <strong>the</strong> spot market in cases <strong>of</strong><br />
oversupply, caustic prices can be as low as $ 20-30 per tonne whereas, in short supply, prices<br />
can be $ 300 and higher per tonne [Euro <strong>Chlor</strong> report, 1997].<br />
WORKING DRAFT IN PROGRESS<br />
<strong>Chlor</strong>ine itself is difficult to transport over long distances; however it can be, and is readily<br />
exported as EDC, a precursor <strong>for</strong> PVC is transported and traded over long distances as<br />
chlorinated derivatives, particularly as EDC, VCM and PVC, accounting <strong>for</strong> 85 %, and<br />
chlorinated solvents. Caustic soda is a globally traded commodity [ 1, Ullmann's 2006 ].<br />
