Technical considerations relevant to applicability<br />

Generally, <strong>the</strong>re are no technical restrictions to <strong>the</strong> applicability <strong>of</strong> this technique.<br />

Economics<br />

The costs <strong>for</strong> decommissioning are site-specific. Some examples are given below.<br />

At <strong>the</strong> Arkema plant in Saint Auban (France), <strong>the</strong> total costs <strong>for</strong> decommissioning amounted to<br />

EUR 10 million. These costs included EUR 2.5 million <strong>for</strong> <strong>the</strong> dismantling <strong>of</strong> <strong>the</strong> cells,<br />

EUR 2.5 million <strong>for</strong> <strong>the</strong> dismantling <strong>of</strong> <strong>the</strong> o<strong>the</strong>r equipment and <strong>the</strong> building as well as<br />

EUR 5 million <strong>for</strong> waste treatment and disposal [ 276, French Ministry 2010 ].<br />

At <strong>the</strong> Borregaard plant in Sarpsborg (Norway), <strong>the</strong> total quantity <strong>of</strong> contaminated waste<br />

material was estimated at 1750 m 3 , <strong>of</strong> which 50 % was contaminated process equipment such as<br />

steel and rubber lined steel [ 227, de Flon 1998 ]. The costs <strong>for</strong> decommissioning are<br />

summarised in Table 4.9.<br />

At <strong>the</strong> Chimcomplex plant in Borzesti (Romania), <strong>the</strong> total costs <strong>for</strong> decommissioning including<br />

equipment cleaning, mercury recovery and building confinement amounted to<br />

EUR 250 000 – 300 000 [ 57, EIPPCB 2011 ].<br />

At <strong>the</strong> Electroquímica de Hernani plant in Hernani (Spain), <strong>the</strong> total costs <strong>for</strong> decommissioning<br />

amounted to EUR 120 thousand <strong>of</strong> which EUR 100 thousand were related to <strong>the</strong><br />

disassemblinmg task while EUR 20 thousand were related to external waste management [ 275,<br />

ANE 2010 ].<br />

The costs <strong>for</strong> decommissioning <strong>of</strong> <strong>the</strong> Ercros plant in Sabiñánigo (Spain) are summarised in<br />

Table 4.10.<br />
