23should be ensured that no person engaged by the contractor issuffering from communicable disease.(l)While confirming any of these conditions the contractor shouldensure that no law of state regarding Labour their welfareconduct etc. are violated. The contractor shall indemnify byGAIL for any action brought against him for violation, noncomplianceof any of the act rules & regulations of central /State or Local statutory authorities.(m) The contractor shall have to essentially take workmencompensation Insurance coverage for his workers.31. PHOTOGATEPASS / LABOUR PERMISSION / VEHICLEPERMISSION:The contractor shall arrange to make photo gate passes / labourpermissions / vehicle passes etc. for his persons / labour / vehiclesfor working at site at his own cost and as per rules of the company.32. TERMS OF PAYMENT:RUNNING/FINAL BILL PAYMENT PROCEDURE(A) PAYMENT OF RUNNING BILLS:R.A bills /Final bill payment shall be made to the Contractor as per the actual workdone and measured at site duly certified by Engineer –in – charge(B) PAYMENT OF FINAL BILL:(i) Contractor must submit his final bill within 15 (Fifteen) days ofcompletion of the work and payment of the final bill shall be made tothe contractor within 7 (Seven) days of the submission of the bill onjoint measurement and after completion of all obligations under thecontract including submission of clearance certificate from HRM/legaldepartment of GAIL (with regard to labour payment & PF), electricaldepartment of GAIL (with regard to power consumption), siteclearance certificate etc.(ii) No Demand Certificate:The contractor shall submit final billalong with No Demand Certificate (NOC). The final bill shall beprocessed only on submission of NOC, otherwise final bill will be paidonly after one year of submission of the same, as per GAIL’s records.
