2129. COMPLETION CERTFICATEWithin one month of the completion of work in all respect, thecontractor shall be furnished with a certificate by the Engineer-In-Charge of such completion, but no certificate shall be given nor shallthe work be deemed to have been executed until all surplus materialsand rubbish is cleared off the site completely nor until the work shallhave been measured by the Engineer-In-Charge whose measurementshall be binding and conclusive. The works will not be considered ascomplete and taken over by the owner, until all the temporary works,labour and store and colonies etc. constructed are removed and thework site cleared to the satisfaction of the Engineer-In-Charge.If the contractor fails to comply with the requirements of this clauseon or before the date fixed for the completion of the works, theEngineer-In-Charge may at the expenses of the contractor removesuch, surplus materials and rubbish and disposal off the same as hethinks fit and clean off.Such dirt as aforesaid, and the contractor shall forthwith pay theamount of all expenses incurred and shall have no claim in respect ofany such surplus materials as aforesaid except for any such actuallyrealized by the sale thereof.30. COMPLIANCE WITH LABOUR/INDUSTRIAL LAWS(a) The contractor (which shall include the Contractingfirm/company) shall be solely liable to obtain and to abide byall necessary licensees/permissions from the concernedauthorities as provided under the various Labour Lawslegislations including labour license from the competentauthority under the contract Labour (Registration & Abolition)Act 1970.(b) The contractor shall also be bound to discharge obligations asprovided under various statutory enactments including theEmployees Provident Fund & Miscellaneous Act, 1952, ESI Act1948, Contract Labour (Regulation and Aboloation) Act 1970,Minimum Wages Act 1948, Payment of Wages Act 1936,Workmen’s Compensation Act 1923 and other relevant ActsRules and Regulations enforced from time to time.(c) The contractor shall be responsible for necessary contributionstowards PF, Family Pension, ESIC, or any other statutorypayment to Government agencies as applicable under the law in
