Often, however, they are not seen as the responsibility of agenciesthat work on poverty reduction. Meanwhile, guidelines for urban poverty reduction,such as the Poverty Reduction Strategy Papers fostered by the World Bank and theInternational Monetary Fund, often give little or no attention to disaster risk reductionin urban areas – although in fact, this is part of a larger problem: that these institutionsdo not give much attention to urban areas at all.This <strong>chapter</strong>, including Box 3.1, was written by David Satterthwaite, Senior Fellow, InternationalInstitute for Environment and Development (IIED), with contributions fromSheela Patel, Director, Society for the Promotion of Area Resource Centers, Somsook Boonyabancha,Secretary General, Asian Coalition for Housing Rights, Thomas Kerr, AsianCoalition for Housing Rights, and Arif Hasan, Visiting Fellow, IIED.
