The prescribeddoctrine is broadly stated to fit a wide range ofsituations requiring military control of airspace. Itoutlines fundamental principles, relationships, andbroad operational-level guidelines, and is intended toprovide the basic framework upon which to build anairspace control system (ACS) for an operational area.The joint force commander (JFC) normally designatesa joint force air component commander (JFACC) ascommander for joint air operations. The JFC alsonormally designates an area air defense commander(AADC) and an airspace control authority (ACA).When the JFC designates a JFACC, the JFC alsonormally designates the JFACC as the AADC andACA. The ACA plans, coordinates, and developsairspace control procedures and operates the ACS. TheJFC may designate a separate ACA and/or AADC, inwhich case, close coordination is essential for unity ofeffort.The ACA develops a specific airspace control plan(ACP) that is approved by the JFC. The ACP shouldbe closely integrated with the JFC-approved area airdefense plan (AADP) developed by the AADC.vii
