The ACP/ATO/ACO andSPINS should be updated to include responsibilitiesand authorities (including special operations forces andcoalition) for designated areas within JFLCC/JFMCCAOs, procedures for forward operating bases (FOBs)and airfields, ATC/air traffic service at FOBs, ATC/airtraffic service at captured airfields, area air defense andshort-range air defense integration behind the FSCLand FLOT, and fixed wing, UA, and rotary wingdeconfliction methods. <strong>Airspace</strong> control elementsshould expect a significant increase in the number ofindirect fires in the JFLCC/JFMCC AO, and toeffectively integrate fires and airspace control, airspacecontrol elements should determine which ACMs mustalso be protected by an airspace coordination area or aircorridor and coordinate accordingly. <strong>Airspace</strong> plannersshould minimize the number of combined ACM/FSCMrequests so as not to overly restrict fires, and firesplanners should understand there are some areas inwhich the JFC cannot accept the risk of mixing firesand manned aircraft. Missions such as air assaults,airborne assaults, and other incursions into enemyterritory require specific airspace control coordination.Phase IV — Stabilize.Phase IV operations ensure that the threat (military orpolitical) is reduced to a manageable level that can becontrolled by the HN authority and that the situationwhich led to the original crisis does not recur. Thejoint force may be required to perform localgovernance until legitimate local entities arefunctioning, and ACA may be required to perform rolesassociated with HN aviation authorities. A keyrequirement is to plan for an effective transfer ofairspace control from the joint force to the HN in phaseV. The ACP should address airspace access criteria fornon-JFC organizations, joint force to civil airspacepriority, and identification and acceptance of associatedcivil airspace operating risks.
