Missions such as air assaults,airborne assaults, and other incursions into enemyterritory require specific airspace control coordination.Phase IV — Stabilize.Phase IV operations ensure that the threat (military orpolitical) is reduced to a manageable level that can becontrolled by the HN authority and that the situationwhich led to the original crisis does not recur. Thejoint force may be required to perform localgovernance until legitimate local entities arefunctioning, and ACA may be required to perform rolesassociated with HN aviation authorities. A keyrequirement is to plan for an effective transfer ofairspace control from the joint force to the HN in phaseV. The ACP should address airspace access criteria fornon-JFC organizations, joint force to civil airspacepriority, and identification and acceptance of associatedcivil airspace operating risks.
