Executive SummaryACSs should be interoperable and integrated.Support 24-hour operations in all weather andenvironmental conditions.Provide appropriate training for joint airspaceusers and joint ACS personnel.Organization and CoordinationOrganization.The following broad duties are central to effectiveairspace control:The JFC is responsible for airspace control inthe joint operations area (JOA).The JFACC plans, coordinates, and monitorsjoint air operations and allocates and tasks jointair operations forces based on the JFC’s conceptof operations (CONOPS) and air apportionmentdecision, and is normally designated as bothAADC and ACA.Component commanders advise the JFC onemployment, direction and control ofcomponent forces, and each plans and executesa portion of the total air effort and interacts withother components.The ACA develops airspace control policiesand procedures for all airspace users andestablishes an ACS that coordinates andintegrates airspace use under JFC authority.The AADC is responsible for defensivecounterair (DCA) operations, which includeboth air and missile threats.Liaison Requirements.ACP.Liaison requirements vary based on the mission, size ofthe force, and various operation and mission variables;identification of liaison requirements is a key planningand command and control (C2) consideration.The ACP establishes general guidance and proceduresfor the ACS in the operational area and is approved bythe JFC. The ACP and AADP are integrated with theJFC’s operation plan and orders, and considersprocedures and interfaces with international or regionalair traffic systems.
