Load-serving entities (LSEs) acquire capacity resources by entering into bilateral agreements,participating in the PJM-operated capacity market, owning generation, and/or pursuing loadmanagement options. The PJM generator interconnection process ensures that new capacityresources satisfy LSE requirements to reliably meet their obligations.All new generation, which anticipates interconnecting and operating in parallel with the PJMtransmission grid and participating in the PJM capacity and/or energy markets, must submit aninterconnection request to PJM. These requests are placed in queues, or waiting lists, for theperformance of feasibility studies and other technical reviews.Proposed new generating plants and increased capacity of existing plants located in <strong>Pennsylvania</strong>total 20,688 MW through 2015. These facilities are either under study (active), underconstruction, partially in-service or in-service. Natural gas projects make up 61.5 percent ofqueued capacity. This additional capacity may be used to serve <strong>Pennsylvania</strong> customers or outof-statecustomers. See Figure 58.
