400.1.52will be based, where possible, on previous sales of similar products in the open market.If assets are to be transferred to another department due to legislative action, approvaldoes not have to be obtained from the NC Department of Surplus Property.If an item is transferred, the NC Department of <strong>State</strong> Surplus will notify the originalagency as to which agency received the item.Transfers Outside the <strong>University</strong> SystemApproval from the NC Department of Administration<strong>State</strong> owned equipment cannot be transferred to an institution outside the <strong>University</strong> ofNorth Carolina system without prior approval from the <strong>State</strong> of North Carolina Departmentof Administration. To obtain such approval, a detailed letter of justificationmust be submitted to the Fixed Assets section of the Purchasing Department. This lettermust be supported by approvals from the department head, the Vice-Chancellor of thedepartment, the Vice-Chancellor for Business and Finance, and the Office of Contractsand Grants (if the equipment was originally purchased in whole or part with Contractsand Grants funds). Except for equipment originally purchased with Federal funds,reimbursement will be required from the receiving institution or organization.Federal Agency ApprovalIn addition to the foregoing approvals for transfers outside the <strong>University</strong> of NorthCarolina system, the <strong>State</strong> Department of Administration also requires a request ofapproval from the Federal agency which originally provided funds for the equipmentinvolved, and which is continuing sponsorship of the research project at the receivinginstitution. The agency request should be addressed to the Fixed Assets section of thePurchasing Department, and must attest to the relevancy and necessity of the equipmenttransfer for continuing research.
