400.1.52Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYFixed Assets- Equipment Location ChangesChanges Within ECSUComplete a Notice of disposal/ Change in Location FormPrior to changing the assigned location of any equipment on Campus, a Notice of Disposal orChange in Location of Fixed Assets (Movable Equipment and/or Furniture) must be completed.The Form should be prepared by the person using the equipment (User) documenting the FixedAsset ECSU decal number, the description of the equipment, the reason for the relocation, thecurrent building and room number and the reassigned building and room number. The formmust be signed by the user, the Department head (person receiving the semiannual assetstatement), and the Fixed Asset Officer.Review Location ChangesOnce the Fixed Assets Officer has approved all location changes, the Fixed Assets Officer willenter the location changes in the Fixed Assets System. A copy of the Approved Notice ofDisposal or Change in Location of Fixed Assets will be returned to the Department Head and theUser indicating inventory records have been adjusted. The Department head should assure anylocation changes are accurately reflected on the semiannual Fixed Assets <strong>State</strong>ments.<strong>State</strong> Property & Federal PropertyEquipment which has been purchased with university administered <strong>State</strong> or Trust Funds belongsto the <strong>State</strong> of North Carolina. Equipment bought with Federal funds becomes <strong>State</strong> propertywhen title passes to the <strong>University</strong>. A university employee, upon leaving the university, may nottake state or federally owned equipment to a new place of employment without obtainingadvance approvals.Transfer of <strong>State</strong>-Owned Equipment Between <strong>State</strong> AgenciesPrior ApprovalThe transfer of any <strong>State</strong>-owned equipment to another North Carolina <strong>State</strong> supported institutionor agency requires prior written approval from the Director of the NC Auxiliary ServicesDepartment of Surplus Property as well as on-campus approvals from the appropriatedepartment head, Fixed Assets Officer, and Vice Chancellor for Business and Finance.
