400.1.31First Priority to Other <strong>State</strong> AgenciesIn the disposition of <strong>State</strong> surplus property, the <strong>State</strong> Surplus Property Office gives first priority totransfer to other agencies of the <strong>State</strong>. Second Priority is given to transfer political subdivisions andqualified non-profit organizations within the <strong>State</strong>.Public SalesWhen not transferred, <strong>State</strong> Surplus property is generally offered for public sale, usually by sealedbid, with public advertisement of the sale at least seven days in advance of the opening bids.<strong>State</strong> Surplus Sales and Transfers are First Come First ServedMonthly BillingAt the end of each month, the Director of the Purchasing Department submits an invoice to the<strong>University</strong> Accounting Department for all transfers made during the previous month. The PurchasingDepartment distributes departmental file copies of the invoice and supporting delivery or chargetickets.
