400.1.25Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYPurchases from Nonprofit Work Centers for the Blind and the Severely DisabledCompetition May Be WaivedECSU may purchase goods and services directly from a non-profit work center for theblind and severely disabled as long as,(1) the purchase of goods does not exceed our general delegation of $35,000, and(2) the goods and services are not available under a statewide term contract, and(3) the goods and services must be of suitable price and quality, as determined by ECSUUser Departments and the ECSU Purchasing Department.Competition is not required when making a purchase from a nonprofit work center for the blindand severely disabled. Nonprofit work centers for the blind and severely disabled may still submitoffers for contracts.
400.1.26Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYRequired Purchasing PreferencesDepartment of Correction ProductsElizabeth City State University shall give preference to Department of Correction’s products inaccordance with G.S. 148-70, all departments, institutions, and agencies of this State shall givepreference to the Department of Correction’s products in purchasing articles, products, andcommodities which these departments, institutions, and agencies required and which are manufacturedor produced within the State Prison System and offered for sale to them by the Departmentof Correction. This preference requirement also applies to all community colleges (exceptprinting) and local school administrative units (except food and supplies for school food servicesand printing).Products available from the private sector, including those on term contracts, shall be purchasedonly when it is determined that the Correction Enterprises product will not satisfy the requirementor will not be available when needed. Correction Enterprises is required to keep the price ofproducts substantially in accord with that paid by governmental agencies for similar products ofequivalent quality.Correction Enterprises has a catalog available upon request entitled, “Product Information andPrice List”, which includes the products available and costs. Availability of the products will varyby product and season, therefore, it is recommended that you contact Correction Enterprises todetermine if the product is available within the time frame needed.(Statewide Toll Free Number (800) 241-0124; Raleigh Number (919) 662-4400; Fax Number(919) 662-4409).North Carolina ProductsWhere quality and availability allow, specifications are to be based on products grown ormanufactured in North Carolina.
