400.1.25Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYPurchases from Nonprofit Work Centers for the Blind and the Severely DisabledCompetition May Be WaivedECSU may purchase goods and services directly from a non-profit work center for theblind and severely disabled as long as,(1) the purchase of goods does not exceed our general delegation of $35,000, and(2) the goods and services are not available under a statewide term contract, and(3) the goods and services must be of suitable price and quality, as determined by ECSUUser Departments and the ECSU Purchasing Department.Competition is not required when making a purchase from a nonprofit work center for the blindand severely disabled. Nonprofit work centers for the blind and severely disabled may still submitoffers for contracts.
