400.1.14Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYAvoiding Conflicts of Interest Policy.Policy <strong>State</strong>ment<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong>’s policy is not to purchase materials or services from <strong>State</strong> or<strong>University</strong> employees unless such a purchase is justified and approved by the Division of Purchase andContract. In this way, ECSU attempts to protect its Purchasing Department and all other employeesfrom becoming involved in a conflict of interest situation.Processing RequestsA request to purchase materials or services from <strong>State</strong> or <strong>University</strong> personnel, or from companies inwhich any <strong>State</strong> or <strong>University</strong> employee may have a major interest, may be submitted in writing to theDivision of Purchase and Contract, with a detailed justification supporting such a purchase request. Allrequests for services or materials as described above should be submitted to the ECSU PurchasingDepartment on a standard Purchase Requisition form with a justification memorandum attached.Similarly, if any instances are noted where this type of purchasing is done without Purchase & Contractapproval, it will be reported to the Secretary of Administration for action as deemed appropriate.
