400.4.2Adopted: 06/14/05ELIZABETH CITY STATE UNIVERSITYBudget DeterminationThe official budget of the departments, institutions and agencies of the State is determined asfollows:1. The budget of each agency is recommended to the General Assembly by the Governor andthe Advisory Budget Commission in detail by programs, functions or purposes and byprimary objects under programs, functions or purposes.2. The recommended budget may be changed in total and in detail by programs, functions orpurposes and by primary objects under programs, functions or purposes by the GeneralAssembly.3. The recommended budget in total and in detail by programs, functions or purposes and byprimary objects is the legal budget of each agency of the State of North Carolina.4. The Division of State Budget revises the recommended budgets in accordance with changesmade by the General Assembly.5. The revised and official budgets are certified to the spending agencies on prescribed formsprior to the beginning of the fiscal period for which the budget is made.6. These budgets are fixed and cannot be changed by an agency itself and must be followedunless changes are provided by law.

ECSU submits budget requests for appropriations for both current operations and capitalimprovements using such forms, and at such times, as the Director of the Budget shall direct.Budget requests are submitted in accordance with detailed budget instructions which areissued by , the Office of State Budget and Management approximately 12 months prior to theconvening of each new General Assembly (in January or February of even numbered years).2. The budget requests provide for each program a statement of that program's goals, itsobjectives for the next two years, statistics supporting its objectives, and the line-item budgetfor the previous year (actual), current year (authorized) and next two years (recommended).3. The first step in the budget preparation process is the review by the Office of State Budgetand Management of these budget instructions and the schedule of completion dates for eachcomponent of the process. The instructions detail the concepts of the continuation,expansion, and capital budgets as they are to apply to the biennial budget under preparation.These concepts may vary from one biennium to the next, so new instructions are issued foreach budget.
