400.3.3.4Adopted: 09/12/06ELIZABETH CITY STATE UNIVERSITYTuition and Fees Refund Policy for Students Serving in the Military or in Case of NationalEmergencyPreambleThis policy addresses situations at <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> (ECSU) in which studentsrequest refunds of tuition or fees because of involuntary or voluntary service in the military orbecause of circumstances related to national emergencies. To the extent that any provision of thispolicy conflicts with the UNC policy statement on refunds of tuition and fees for studentsserving in the military or in case of national emergency, the UNC version shall control.1. Involuntary Service or Voluntary Service During a National EmergencyStudents who serve in the Armed Services Reserve or the National Guard are oftenalerted that they may be called to active duty for various reasons. If any student is calledfor active duty during a term in which he or she is enrolled, the eligible student may electone of the following options:A. Complete Withdrawal Option (Without Academic Penalty)1. Tuition and required general fees shall be fully refundable.2. Health Service fees shall be fully refundable. Students who have enrolledin the Student Health Insurance program shall be issued a prorated refundof premium based upon the number of days covered by the insurance.3. Room and board shall be refunded based on the number of weeks theroom was occupied and the meals consumed.4. The student shall be responsible for any miscellaneous charges such aslibrary fines, parking tickets, charges for unreturned rental books anddormitory damage fees.5. In order to be eligible for a refund under these guidelines, the student mustcontact the <strong>University</strong> Registrar’s Office and provide the following:a. A copy of his or her call-up papers; these “orders” shall serve asdocumentation for the refund of tuition and fees.
