1 Terms of Shipment<br />

1.1 Shipment Services<br />

PRIORITY<br />

Priority treatment and the fastest way of transport<br />

bring PRIORITY mail items to their destination swiftly.<br />

PRIORITY mail items must be labelled clearly, e.g. by<br />

affixing the Austrian <strong>Post</strong> label.<br />

ECONOMY<br />

The cost-saving shipping alternative, optimal priceperformance<br />

ratio for less time-sensitive mailings. No<br />

special labelling is needed.<br />

1.2 Terms (Delivery Time)<br />

The average delivery time for PRIORITY mail items<br />

within Europe is 2-4 days; to other destinations 3-7<br />

days. Further information on the delivery times can<br />

be obtained at the postal branches.<br />

1.3 <strong>Post</strong>age Paid<br />

You can prepay your international letter mail items by:<br />

• stamps<br />

• franking – sender<br />

• franking – Austrian <strong>Post</strong><br />

• postage paid in cash:<br />

The prerequisite for using postage paid in cash franking<br />

(“Bar freigemachte Sendungen”) is that at least<br />

20 letter mail items of the same basic product and<br />

with the same weight are posted at the same time.<br />

The mailings must be sorted by basic product and<br />

taken to one postal branch along with a corresponding<br />

posting list.<br />

The weight of the mail items is determined at the<br />

point of acceptance. In cases where the weight indicated<br />

by the sender in the posting list deviates from<br />

the one determined by Austrian <strong>Post</strong>, the latter shall<br />

be deemed as correct.<br />

Incorrect information given by the sender in terms of<br />

number of items, grammage or rates shall not affect<br />

the valid conclusion of the contract in accordance<br />

with the General Terms and Conditions of Austrian<br />

<strong>Post</strong> as amended from time to time relevant for the<br />

specific posting.<br />

1.4 Maximum and Minimum Dimensions<br />

International letter mail items must have a rectangular<br />

and/or block-shaped format.<br />

1.5 <strong>Post</strong>ing, Point of <strong>Post</strong>ing and Time of <strong>Post</strong>ing<br />

1.5.1 General Provisions<br />

1.5.1.1 The letter mail items’ weight is to be determined by<br />

Austrian <strong>Post</strong>. If the sender has been left to determine<br />

the weight, the weight determined or indicated by<br />

the sender shall be deemed as correct unless there<br />

is proof to the contrary.<br />

1.5.1.2 The sender has the duty to pack mail items in such a<br />

way that they are protected against loss and damage.<br />

1.5.1.3 In cases where forms are provided for the use of<br />

Austrian <strong>Post</strong>’s services, these have to be in their<br />

latest and thus valid versions. Austrian <strong>Post</strong> gets<br />

to decide whether or not any forms not issued by<br />

Austrian <strong>Post</strong> are operationally compliant. Forms<br />

are to be completely filled out by the sender. Forms<br />

submitted to Austrian <strong>Post</strong> shall remain with Austrian<br />

<strong>Post</strong>.<br />

1.5.2 Affixing the Address and Other Information<br />

1.5.2.1 On every letter mail item, the correct and complete<br />

recipient’s address, using Latin characters and<br />

Arabic numerals has to be stated.<br />

1.5.2.2 Sender’s instructions indicating how to handle the<br />

mailing shall be binding only in those cases in which<br />

they accord to the form specified in the Index of<br />

Products and Prices of Letter Mail International.<br />

1.5.2.3 By adding details on the address side of the mail<br />

item the sender can<br />

• exclude redirection of the letter mail item;<br />

• request that the mailing be kept ready for collection<br />

at a postal branch (poste restante) – this<br />

sender’s instruction may be subject to a charge,<br />

depending on the country of destination.<br />

These details must be written in a language spoken<br />

in the country of destination.

1.6 Basic Products<br />

The low-priced tariffs for Standard and Standard<br />

Plus letters require machinable mail items and<br />

machine-readable mailing addresses. For the criteria<br />

of machinable mail items, please refer to Appendix 1<br />

and/or the Brochure “Richtig Adressieren” (“Addressing<br />

Items Correctly”).<br />

In cases where a Standard or Standard Plus mail<br />

item fails to comply with the machinability requirements<br />

– see Appendix 1 – the rate of the next higher<br />

product class is charged. Excepted from this rule<br />

are “Maxi letters”, “Maxi Plus letters”, “Large letters”<br />

and the posting of hand-written letter mail items that<br />

comply with the criteria specified in Appendix 1, up<br />

to a posting quantity of 300 items.<br />

Once a dimension and/or weight limit of a format<br />

is exceeded, the mailing no longer falls under that<br />

respective tariff level. Instead, the next higher tariff<br />

level automatically applies.<br />

1.7 Weight Limits<br />

Shipments for the blind: 7,000 g<br />

M-bag international: 30 kg<br />

2 Rates<br />

All of the rates listed below are net rates, i.e. they<br />

are exclusive of any legally owed taxes, specifically<br />

of VAT.<br />

From 1 Jan. 2011, postal services that do not belong<br />

to Universal Services or postal services based<br />

on terms that were negotiated individually with destinations<br />

within the European Union are subject to<br />

value added tax. Shipment to destinations outside of<br />

the EU shall remain VAT-free. If services are provided<br />

to companies based outside of Austria, such services<br />

shall not be taxable in Austria. Where appropriate,<br />

the tax debt shall be transferred to the receiver of<br />

the service. For further details on this topic, please<br />

refer to the individual products.<br />

The following postal services, extra services and rate<br />

components for mailings up to 2 kg belong to the<br />

Universal Services and remain VAT exempt if posted<br />

on the basis of the GT&T in postal branches or given<br />

to mail carriers in the rural areas.<br />

Rest of Europe and World).

5 <strong>Post</strong>ing Newspapers International *<br />

Newspapers and magazines that are allowed to be<br />

posted in Austria as a daily, weekly or monthly periodical<br />

in accordance with the Newspaper Shipment<br />

GTC issued by <strong>Österreichische</strong> <strong>Post</strong> <strong>AG</strong> can be<br />

posted abroad at the tariff Brief International Plus provided<br />

that these are posted by the editor or publisher<br />

and provided that the required advance payments are<br />

met. Supplements may be enclosed in accordance<br />

with the domestic provisions; the only difference to<br />

domestic mail is that their weight is recorded.<br />

6 International Express Letter Mail<br />

International Express Letter Mail is available only in<br />

combination with Priority shipment. The mail item<br />

is delivered by a special carrier or in a comparable<br />

quality. The postal branches will inform you about the<br />

eligibility with regard to each destination. The mail<br />

items are labelled using paste-on labels issued by<br />

Austrian <strong>Post</strong> (for a template, see Section 13).<br />

Newspapers, magazines, books, brochures, sheet<br />

music or maps which are sent by the same sender to<br />

the same recipient at the same address can be sent<br />

in M-bags. Books and brochures must be enclosed<br />

in a cover or envelope and held firmly together on<br />

one side.<br />

The mail items must not serve commercial purposes;<br />

this also applies for any enclosed price lists, brochures<br />

or any other business mail items. Advertisements<br />

are only permitted on the envelope or cover pages.<br />

The following inserts are allowed: an invoice; a<br />

delivery note; copies of order slips for books; a<br />

loosely enclosed dedication. For further information,<br />

please refer to the postal branches or your customer<br />

consultant.<br />

For the mail items contained in M-bags, the specified<br />

dimension and weight limits shall apply (see<br />

Sections 1.4 and 1.7).<br />

The M-bags have to be brought in unsealed with a<br />

highly resistant address tag containing the following<br />

details: the recipient’s address; postage; total weight<br />

of M-bag (max. 30 kg).<br />

Extra Services: Registered mail (with the exception<br />

of USA and Canada), advice of receipt, delivery to<br />

addressee in person.<br />

8 International Reply Items<br />

8.1 General<br />

Reply items are letter mail items that feature a declaration<br />

made by the addressee being the initiator

of the return shipment according to which the<br />

addressee undertakes to pay the rate charged for<br />

the return shipment.<br />

The initiator must conclude an extension agreement<br />

with Austrian <strong>Post</strong>, or the mail items must have a<br />

post-office box address as recipient.The initiator<br />

is not permitted to refuse the acceptance of reply<br />

items.<br />

The VAT evaluation conforms to the service that is<br />

delivered to the addressee of the international business<br />

reply item.<br />

8.2 Terms of Shipment<br />

Maximum weight: 50 g<br />

Maximum and minimum dimensions: Please refer to<br />

Sections 1.4 and 1.6.<br />

Upon delivery, the addressee of the international<br />

reply item is charged the corresponding mailing<br />

rate for “Brief International” Priority in accordance<br />

with Section 1.6 Basic Products and 3.1 Mailing<br />

Rate (incl. VAT) along with the collection fee for reply<br />

items.<br />

10 International Shipments for the Blind *<br />

Shipments for the blind may be written documents in<br />

Braille as well as recordings destined for the blind or<br />

paper for the recording of Braille, provided that they are<br />

sent by or addressed to an officially recognised facility<br />

for the blind. Items must be posted unsealed.<br />

Weight limit: 7,000 g<br />

Designation: Entered into the postage paid zone<br />

must be the words “Blindensendung” or “Cécogramme”<br />

(see Section 1.3).<br />

If no extra services are required, add the instruction<br />

“Nicht stempeln” (Do not stamp) below.<br />

<strong>Post</strong>ing is certified. Delivery is confirmed by proof of<br />

delivery (POD). In the case of damage or loss, the<br />

securities or valuable items is only permitted in<br />

insured letters and not in registered mail. Registered<br />

letters sent abroad must be designated by affixing<br />

the appropriate paste-on label available from Austrian<br />

<strong>Post</strong> (for a template, see Section 13).<br />

11.3 Advice of Receipt<br />

(Universal Service – in combination with a Universal<br />

Service product)<br />

When the mail item is delivered, the return receipt is<br />

signed and sent back to the sender as a confirmation.<br />

The return receipt (for a template see Section 13)<br />

has to be completely filled in and added to the mail<br />

item; on the address side the mail item is designated<br />

by the abbreviation “A.R.”<br />

11.4 Delivery to addressee in person<br />

Delivery can only be made to the person mentioned<br />

in the address or to a specifically authorised person.<br />

In the case of certain destinations, it is only permitted<br />

in combination with the advice of receipt. The<br />

shipment must be designated with the words “Eigenhändig<br />

– personal delivery” on the address side.<br />

11.5 Insured Letter *<br />

Registered Priority letter mail items can be sent as<br />

insured letters to destinations offering this service (for<br />

further details, please contact the customer service<br />

of Austrian <strong>Post</strong> by calling 0810 010 100, max. 10<br />

cent/minute from all over Austria); mailings containing<br />

items worth more than EUR 50.- must be posted as<br />

an insured letter. It is not permitted to indicate values<br />

that exceed the value of the contents. In the case<br />

of damage or loss, the maximum compensation<br />

payment corresponds to the declared value. The<br />

extra service is only possible in combination with Brief<br />

International Priority and the extra service Registe-<br />

red Mail. Insured letters are marked by the label for<br />

International Registered Mail. No further designation is<br />

permitted that would suggest the mail item’s valuable<br />

contents; using seals is not permitted. <strong>Post</strong>ing insured<br />

letters by using a letter box is not permitted.<br />

11.6 Cash on Delivery<br />

Delivery of the mail is only made upon the collection<br />

of the stated COD amount.<br />

Please refer to the postal branches for information<br />

about the permitted destinations and maximum<br />

amounts.<br />

A special fee is charged for COD shipments. In the<br />

letter mail item’s respective destination, additional<br />

fees may be charged for the international transfer of<br />

the COD amount.<br />

A completed form entitled “Auslands-Nachnahmepostanweisung”<br />

(for a template, please see Section 13) is to<br />

be added to the mail item. The mail items are labelled<br />

using labels issued by Austrian <strong>Post</strong> (for a template,<br />

see Section 13).<br />

The address must be written in such a way that<br />

the addressee is identified without any doubt. The<br />

addressee indicated must be a single natural or legal<br />

person. The use of initials, codes, mere first names,<br />

aliases or agreed upon characters is not permitted.<br />

Fictitious addresses are not permitted.<br />

The COD amount as well as the currency given in<br />

Arabic numerals and words has to be indicated both<br />

on the mailing and the form “Auslands-Nachnahmepostanweisung”<br />

in such a way that any subsequent<br />

changes (e.g. erasures) would be noticed. It is not<br />

permitted to cross out the amount or change the<br />

amount subsequently.<br />

Fractions of the currency unit must be stated by two<br />

(or three) numerals including the zeros corresponding<br />

to tenths, hundredths (and thousandths).<br />

The abbreviation of the currency unit is to be<br />

indicated in front of the amount – on principle in accordance<br />

with the international ISO 4217 standard.<br />

The amount is to be repeated in words in full, followed<br />

by the designation of the currency unit either<br />

unabbreviated or abbreviated in accordance with the<br />

ISO 4217 standard. Any fractions of the currency<br />

unit do not have to be repeated.<br />

The international COD postal orders are basically<br />

issued in the currency of the country making the<br />

payment. The postal service providers of the COD<br />

shipment’s country of destination shall themselves<br />

determine the conversion ratio of their currency to<br />

that of the country making the payment. In the case<br />

of currencies belonging to the European Currency

Union the conversion ratio corresponds to the official<br />

exchange rate (determined by the European Central<br />

Bank).<br />

When transferring the COD amount into an account,<br />

it is necessary to additionally state the credit<br />

institution, the account number and designation, the<br />

bank code or, depending on the country, the BIC<br />

and IBAN code.<br />

The COD amounts collected in the country of destination<br />

are transferred to the sender or the beneficiary<br />

indicated by the sender and are either paid out in<br />

cash or credited to the mentioned account located<br />

in Austria in accordance with the rules of <strong>Österreichische</strong><br />

<strong>Post</strong>sparkasse <strong>AG</strong>. Crediting the amount<br />

into the indicated account is deemed as proper<br />

payment.<br />

A fee pursuant to Section 10.1 is collected for the<br />

crediting and/or payment of the COD amount.<br />

Should the attempt to deliver the COD amount to be<br />

paid in cash not be successful, the sender and/or<br />

the beneficiary is informed that the COD amount will<br />

be kept at the delivery post office for collection until<br />

the third Monday following the day of notification.<br />

COD amounts kept ready for collection at postal<br />

branches (poste restante) remain there until the third<br />

Monday following the day they were received.<br />

Undeliverable COD amounts<br />

COD amounts are deemed as undeliverable if no<br />

payment/transfer to the sender or beneficiary, person<br />

authorised for acceptance or substitute recipient<br />

is possible, or if the sender and/or beneficiary could<br />

not be determined due to an incorrect or incomplete<br />

address/bank connection and no payment can be<br />

made to a delivery point mentioned in a redirection<br />

order either. COD amounts shall be deemed as<br />

undeliverable if the sender or the beneficiary refuses<br />

to accept the amount and/or to confirm the proof of<br />

delivery, the entitlement to receipt cannot be proved,<br />

or if the COD amount is not collected within the<br />

required term.<br />

The sender and/or beneficiary shall be entitled<br />

to demand of Austrian <strong>Post</strong> the payment of an<br />

undeliverable COD amount within a term of 3 years<br />

(starting with the work day following the day the<br />

COD amount was paid in).<br />

Shipments from abroad<br />

Shipments from abroad are delivered in accordance<br />

with the domestic provisions of Austrian <strong>Post</strong> as<br />

amended from time to time. The COD amount is<br />

paid to the sender or beneficiary in accordance with<br />

the regulations of the country making the payment.<br />

Austrian <strong>Post</strong> is entitled to pass on any fees to the<br />

recipient of an international COD shipment charged<br />

by sub-contractors in the context of performing the<br />

COD service.<br />

The recipient of an international COD shipment shall<br />

pay a return charge in accordance with Section 10.1<br />

for the returning of the COD amount.<br />

14 Appendix 1 – Requirements for<br />

Machinability<br />

14.1 General<br />

A mail item has to meet the following criteria:<br />

• No surfaces serving the processing of the mail<br />

item must ever be printed with reflecting or fluorescent<br />

colours. Envelopes made out of plastic or<br />

other transparent materials as well as envelopes<br />

with windows that cover their entire surfaces are<br />

not permitted.<br />

• Rectangular or square, without holes or press<br />

cuts<br />

• Surface must be flat and smooth<br />

• Bulky objects are not to be placed in the shipment.<br />

Nor may they be attached to its exterior.<br />

• The covering has to be a paper envelope or bag<br />

(except for card-shaped shipments and folded<br />

letters /self-mailers)<br />

• The shipment has to be sealed on at least three<br />

sides.<br />

Standard and Standard Plus letters have to be<br />

sufficiently flexible.<br />

14.2 Layout of Sender’s Address and of Franking,<br />

Scanning and Coding Zones<br />

14.2.1 Sender’s address area<br />

The sender’s address is to be placed in the upper<br />

left area, and no closer than 40mm from the topmost<br />

edge. Should space not permit otherwise,<br />

the sender’s address may, in exceptional cases, be<br />

placed on the back.<br />

In cases in which these details are presented in a<br />

window or on an address label, these have to be arrayed<br />

in a single line – one line above the recipient’s<br />

address and clearly separated from the others.<br />

14.2.2 Franking Zone<br />

The franking zone is where the postage paid impression<br />

is affixed. No other inscriptions are to be placed<br />

on it.<br />

14.2.3 Address Field<br />

This field contains the recipient’s address. If possible,<br />

its background has to be bright or white; the<br />

inscription (the print) a dark shade where possible.<br />

14.2.4 Coding Zone<br />

On items being sent as Standard or Standard Plus<br />

mailings, the coding zone is at the bottom edge<br />

(height: 15 mm) and must not have any inscriptions<br />

or printing placed into it. The surface has to be white<br />

or has to have a single bright hue.<br />

14.3 Envelopes and Bags: Specifications<br />

14.3.1 Paper Quality<br />

The packaging’s paper has to have a grammage of<br />

at least 70 g/m 2 .<br />

Closure flaps have to be glued up to the outermost<br />

edge. Non-sealed items have to have their flaps<br />

tucked in.<br />

14.3.2 Window<br />

The minimum size is 35 x 90 mm.<br />

Windows have to be rectangular; Standard and<br />

Standard Plus letters have to have their windows<br />

parallel to the long side. Maxi and Maxi Plus letters<br />

have to have their windows parallel to one of the<br />

shipment’s edges.<br />

Windows have to be located in the address field and<br />

their foils have to be firmly attached to the envelope.<br />

No materials with dull or tinted surfaces may be used.<br />

The entire address has to be visible in the window.<br />

The contents of the envelope must not be capable<br />

of shifting in a way to obscure any parts of the<br />

address.<br />

The front side of the envelope must have no other<br />

window than that of the address.<br />

14.4 Card-shaped Letter Mail Items<br />

Maximum dimensions: 235 x 162 mm<br />

14.5 Letter Mail Items without Envelopes<br />

(Folded Letters, Self-Mailers)<br />

Maximum dimensions 235 x 162 mm<br />

Paper quality: Grammage: min.70 g/m²<br />

The mailing items have to be sealed on at least<br />

three sides with only one of the long sides remaining<br />

unsealed. No clips are to be used for sealing the<br />

shipments.<br />

14.6 Address<br />

The address is to be placed on the side of the<br />

envelope that does not have a flap (for Standard and<br />

Standard Plus letters, the address has to be parallel<br />

to the long side; for Maxi and Maxi Plus letters parallel<br />

to one of the mail’s edges).<br />

The address has to be placed in the designated field<br />

or window, flush with the left margin. The latter means<br />

that the beginning of all lines of print are aligned<br />

with each other, so as to form a block. Blank lines<br />

and expanded fonts are not permitted.<br />

Only the following special characters are permitted<br />

in the address block: period, comma, apostrophe,<br />

hyphen, ampersand (&) and slash.<br />

Lines, underlines and frames are not permissible<br />

within the address block.<br />

Computerised addressing has to leave enough<br />

space for the point of delivery. A failure to do so will<br />

cut off long street names and could lead to building,<br />

stairway or door numbers being left out.<br />

14.7 Mechanically Legible / Machine-Readable Font<br />

The writing has to be printed using a font of at least<br />

10 points (corresponds to a height of capital letters<br />

of approx. 2 mm).<br />

The gap between the lines, measured between the<br />

descenders of one line to the ascenders of the next<br />

line (interline lead), must be at least 1 mm.<br />

Clearly legible fonts with clearly separated letters are<br />

to be used.<br />

Not permissible are italics, decorative fonts and fonts<br />

featuring interlocked letters.<br />

Best suitable are therefore fonts which are simple<br />

and clear (sans serif) such as Arial, Helvetica, Univers<br />

or Futura with a size of 10 to 12 points.<br />

14.8 Checking Machinability<br />

Austrian <strong>Post</strong> will be happy to answer any questions<br />

you may have regarding the layout of mail items. Any<br />

layouts differing from those detailed in this Appendix,<br />

specifically the mechanical legibility / machinereadability<br />

of their addresses and the machinability<br />

of shipments, can therefore only be checked if the<br />

sender provides Austrian <strong>Post</strong> with sample mailings<br />

which are then subjected to a test run. The mailings<br />

actually brought to be posted must match the approved<br />

test samples.<br />

14.9 Further Recommendations for Sending<br />

Addressed Mailings Efficiently<br />

Austrian <strong>Post</strong> is increasingly using mechanical<br />

processing for addressed mailings. To ensure that<br />

the shipment is processed as rapidly and safely as<br />

possible, Austrian <strong>Post</strong> recommends that you make<br />

sure that all addressed mailings can be mechanically<br />

read and processed.<br />

Details regarding the machinability of addressed<br />

shipments of all formats are available in the information<br />

brochure “Richtig Adressieren” (Addressing<br />

Items Correctly) issued by Austrian <strong>Post</strong>. This brochure<br />
