Jal Nigam’s Proposed <strong>Exam</strong>ination SystemThe core testing activities with specific details are as given below:4.1 ONLINE WEB BASED PORTALThis activity involves the development, maintenance <strong>of</strong> dedicated customized online web basedpage which will have the following different modules:• Registration Module- <strong>Online</strong> Registration• Checking Eligibility in E-froms• <strong>Online</strong> Payments• Query Handling Module- Helpdesk Support- 16 Hours five days.• Admit Card Generation Module• Result Declaration Module• All the modules to be integrated with each other• The <strong>Online</strong> Web Based Portal will have the feature to be integrated with the <strong>Online</strong> TestDelivery Portal.The module wise specific details are as given below:Registration Module<strong>Online</strong> Registration<strong>Online</strong> student registration will eliminate all the manual intervention and increase the speed <strong>of</strong>whole process. System will allow student to fill the <strong>for</strong>m online. System will have inbuilt validationsystem to validate the entered data. After successful submission, system will give uniqueregistration no with password <strong>for</strong> each student. Student can login into system by using registrationno & password to edit their in<strong>for</strong>mation, download the admit card and give online test. Thismodule <strong>of</strong>fers the following features and facilities to effectively carry out important pre-examactivitiesGeneration <strong>of</strong> personalized Admit Cards containing the Roll Number and allotted<strong>Exam</strong>ination Centre details <strong>of</strong> the applicants and make it available <strong>for</strong> downloading andprinting on the websiteResult Declaration ModuleThis module should <strong>of</strong>fer the following features and facilities to effectively carry out the postexamination activities.1 The result <strong>of</strong> the candidate to be linked with the main database.2 Uploading and display <strong>of</strong> <strong>Exam</strong>ination results3 Generation <strong>of</strong> cast-wise category-wise merit list and cut-<strong>of</strong>f list4 Generation <strong>of</strong> Reservation Category wise eligibility list <strong>for</strong> final examination4.2 Question Bank MODULEa. An expert team will prepare a blueprint <strong>of</strong> what should constitute a subject questionpaper. There would be a blueprint <strong>for</strong> each subject. The blueprint will have details asto how many sections would there be in a paper, how many questions per section,how many questions in a section to be picked up from a particular chapter/ topic,marking scheme etc.b. Questions may be MCQ's, Fill in the blanks, Subjective, etcc. Content type may be texual, pictoral, maps, graphs, etcd. Subject matter experts will provide database with a pool <strong>of</strong> equivalent questions oneach topic in the course.e. The tool created by the agency should be configurable.The Question Bank Module should have the following features:a. Capture the required details as specified by Jal Nigamb. Define Tags, Difficulty level at individual Question levelc. Categorize Questions based on the defined tagsd. Define Rules <strong>for</strong> generation <strong>of</strong> Question Paperse. Map Question to Subject, Class & Termf. Provide flexibility <strong>for</strong> the user to enter questions on an individual / bulk modeg. Capture images corresponding to the Questionsh. Bulk upload facility <strong>for</strong> questions & images.i. Solution to have its capability to allow Jal Nigam to directly enter the questions / havethe questions stored in Jal Nigam Systems Environment and have it uploaded in theBidder’s Systems Environment only a day be<strong>for</strong>e the exam in the encrypted (128 bit)6

The encrypted question paper should also be password protected set by the authoritybe<strong>for</strong>e uploading. Workflow facility <strong>for</strong> reviewers to• review the question and approve / reject• send it back to the author to incorporate changel. 4.5 Establishment <strong>of</strong> Test CentresThis activity involves the activation <strong>of</strong> test centers at pre decided (to be provided by Agency afterdiscussion with Jal Nigam) locations <strong>for</strong> the conduct <strong>of</strong> the Computer Based Test. This can be <strong>for</strong>number <strong>of</strong> days and number <strong>of</strong> batches depending upon the registration. The test centre and thetest centre servers should have the following features:1 Hardware Facilities at each test centre to be identical with respect to the configuration <strong>of</strong>computer terminals. Centers with less than 100 computers will not be considered.2 Internet Connectivity.3 Proper Power Backup.4 Security with respect to the data and infrastructure5 Administrative Arrangements.6 Biometric and webcam devices as per requirements7 Internet Explorer 7.0 or above as supported4.6 Test AdministrationThis activity involves the administration <strong>of</strong> the test at each test center. This involves the followingactivities:Invigilation and verification1 Verification <strong>of</strong> the candidate identity with thea. Admit cardb. Identity check with ID card to avoid impersonation.2 Registration <strong>of</strong> a valid candidate at test center with bio-metric and webcam.3 Signature <strong>of</strong> the candidate in the attendance sheet.4 Verification <strong>of</strong> the signature in attendance sheet vis-à-vis the signature in the admit card.5 Allotment <strong>of</strong> computer terminal to the candidate on successful verification.6 Candidate can start the terminal with a specific user ID and password.7 No books, mobile phones etc will be allowed inside the centre.8 Attendance sheets containing the photographs and signatures to each test centre.Note: Test Center Head along with at least technical person per LAN (Server) should befrom the Agency <strong>for</strong> each Test center.4.7 Test PublishingThis involves defining the process and design how the test paper will appear to the candidate.This includes the following steps / features:1 Language option <strong>for</strong> the candidate: English / Hindi.2 Test Paper will be displayed on the submission <strong>of</strong> the user ID and Password by thecandidate.3 First window will explain the instructions <strong>for</strong> the test.4 Main paper will start at fixed time.5 The digital clock along with the photograph will be fixed on the screen and the test willclose automatically on completion <strong>of</strong> the test timing.4.8 PUBLICITY <strong>for</strong> conduct <strong>of</strong> examinations (to be managed by U.P. Jal Nigam)The publishing <strong>of</strong> advertisement/notices (in Newspapers etc) and in<strong>for</strong>mation regarding theConduct <strong>of</strong> <strong>Exam</strong>inations is to be done by U.P. Jal Nigam in consultation with the Selected Agency.8


5. EVALUATION OF THE BIDS-5.1 Technical Evaluation-5.1.1 Detailed technical evaluation shall be carried out pursuant to section IV and other conditionsin the <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> document to determine the substantial responsiveness <strong>of</strong> each<strong>Expression</strong> <strong>of</strong> <strong>Interest</strong>. For this clause, the substantially responsive bid is one that con<strong>for</strong>ms to allthe eligibility and terms and condition <strong>of</strong> the <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> without any material deviation.5.1.2 The technical evaluation committee may call the responsive bidders <strong>for</strong> discussion orpresentation to facilitate and assess their understanding <strong>of</strong> the scope <strong>of</strong> work and its execution.However, the committee shall have sole discretion to call <strong>for</strong> discussion/presentation.5.2 Financial Evaluation-5.2.2 The financial bid shall be opened <strong>of</strong> only those bidders who have been found to betechnically eligible as per technical evaluation criteria at point no 7. The financial bids shall beopened in presence <strong>of</strong> representatives <strong>of</strong> technically eligible bidders, who may like to be present.The Board shall in<strong>for</strong>m the date, place and time <strong>for</strong> opening <strong>of</strong> financial bid.6. Evaluation and Comparison <strong>of</strong> Bids-There will be 70 % weightage <strong>for</strong> Technical Evaluation and 30 % <strong>for</strong> Financial Evaluation.Note – Technical Bid will be assigned a Technical score (Ts) out <strong>of</strong> a maximum <strong>of</strong> 100 points.Bidders with Technical score <strong>of</strong> 50 and above will qualify <strong>for</strong> the evaluation in the commercialprocess.Commercial/Financial Bid Evaluation:The Commercial bid <strong>of</strong> those bidders, who qualify in the technical evaluation, will only be opened.All other Commercial bids will not be opened. The Commercial bids <strong>of</strong> the technically qualifiedbidders will only be evaluated. Earnest money submitted by the disqualified agency shall bereleased after opening <strong>of</strong> the financial Bid.The commercial scores would be normalized on a scale <strong>of</strong> 100, with lowest score beingnormalized to 100 and the rest being awarded on a pro-rata basis. SECTION -IV1 OTHER TECHNICAL QUALIFICATION CRITERION1.1 The bidder shall be single point <strong>of</strong> contract with U.P. Jal Nigam and shall be solely responsible <strong>for</strong> theexecution and delivery <strong>of</strong> the work.1.2 The bidder should be a company/ consortium/Trust registered in India and having its operation <strong>for</strong> morethan 5 years (i.e. since 2006 and be<strong>for</strong>e) in India1.3 The bidder should have designed and structured the s<strong>of</strong>tware capabilities be<strong>for</strong>e bidding. Thedocumentary evidence in <strong>for</strong>m <strong>of</strong> demonstration must be done.1.4 The bidder includes company/ consortium/Trust or any division/group company should not have incurredany loss during last five years ending 31-03-2012. Balance sheet should be produced. (Mandatory).1.5 The bidder should have minimum <strong>of</strong> 500 Technical and Administrative employees <strong>for</strong> the properexecution <strong>of</strong> the contract. (Mandatory).1.6 The Bidder should be registered with appropriate tax authorities such as Income Tax, Service Tax etcand should submit the certificate <strong>of</strong> registration with these authorities.1.7 The bidder’s Average Annual Turnover during last three years should be Rs 100 crores and above.1.8 The Bidder should have its own or leased infrastructure <strong>of</strong> more than 50,000 computer nodes in UP.Pro<strong>of</strong> <strong>of</strong> test centers to be attached.1.8 The contract shall be on “End to End outsource basis” and the bidder should have all relevant facilitiesand logistics available to execute the work. The contract would be valid <strong>for</strong> 3 years from the date <strong>of</strong>signing.1.9 The bidder should have ISO 27001 and CMMi Level 3 or above certification <strong>for</strong> services and delivery.1.10 The bidder ideally should have worked with any <strong>of</strong> the government organization <strong>for</strong> the conduct <strong>of</strong>computer based examination <strong>of</strong> more than 150,000 candidates examination in the country and shouldhave proven capability to conduct single shift examination <strong>for</strong> more than 50,000 candidates in India.1.11 Proven track record <strong>of</strong> conducting the CBT mode <strong>of</strong> examination <strong>for</strong> UP government in atleast 10 cities<strong>for</strong> more than 20,000 candidates. 1.12 S<strong>of</strong>tware Ownership: (Mandatory).- Organization should own the complete source code <strong>of</strong> the s<strong>of</strong>tware being used <strong>for</strong> conducting theEvaluation.- Organization should have all the necessary processes in place <strong>for</strong> entire S<strong>of</strong>tware Development LifeCycle (SDLC) <strong>of</strong> the s<strong>of</strong>tware being used <strong>for</strong> conducting the evaluation- Organization should have authorized and globally accepted certification, CMMi Level 3 or above <strong>for</strong>services and delivery.- Organization should have all the necessary components <strong>of</strong> source code in place and any changerequired in any <strong>of</strong> the components <strong>of</strong> the s<strong>of</strong>tware, in-house technical skill should be available to makenecessary changes- S<strong>of</strong>tware code should be versioned, labeled and baselined appropriately in a standard version controlsystem within the organization- S<strong>of</strong>tware code should have multiple backup systems in place so that anytime source code can berecovered in case <strong>of</strong> any disaster- Organization should own the test cases and regression testing code to produce that they have donenecessary testing <strong>for</strong> the s<strong>of</strong>tware to scale up to conduct large assessments- Organization should have in-house quality assurance group and a strong quality management systemto do quality check <strong>of</strong> the s<strong>of</strong>twareOther Terms and conditions1. <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> document may be obtained by paying required fees .In case <strong>of</strong> downloaded<strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> online there should be required <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> fees attached to it.2. The department reserves the right to reject any or all <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong>s or its part withoutassigning any reason there<strong>of</strong>.3. Postal charges <strong>of</strong> Rs. 500/_ shall have to be paid extra if the <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> is to be sent bypost. The department shall have no any responsibility <strong>for</strong> postal delays.4. The mentioned earnest money should be enclosed in separate envelop with the <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong>in the shape <strong>of</strong> F.D.R./C.D.R./N.S.C. <strong>of</strong> any nationalized bank/ post <strong>of</strong>fice.The <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong> without earnest money shall not be accepted and will stand rejected.5. The bidders/ <strong>Expression</strong> <strong>of</strong> <strong>Interest</strong>er should be <strong>of</strong> repute having financial soundness and sufficienttechnical know how and have successfully commissioned at least ten works <strong>of</strong> similar nature.6. The firm / bidder have to submit income tax clearance certificate <strong>of</strong> last year.7. No conditional <strong>of</strong>fer shall be entertained by the department.8. The Bidder should quote rates in firm amount inclusive <strong>of</strong> all taxes, paid or payable, if any.9. The successful bidder will have to enter in an agreement with U.P. Jal Nigam within ten days <strong>of</strong> callingto do so. An amount <strong>of</strong> security money equal to 10% <strong>of</strong> the tendered amount shall have to be submittedby the successful tenderer <strong>for</strong> due per<strong>for</strong>mance <strong>of</strong> all the conditions <strong>of</strong> agreement at the time <strong>of</strong> signing<strong>of</strong> the agreement. This will be in the shape <strong>of</strong> Bank Guarantee valid <strong>for</strong> 1 year on the prescribed <strong>for</strong>matto be provided by U.P. Jal Nigam. The Stamp duty on Bank Guarantee shall be payable by thesuccessful bidder as per stamp duty act.12


10. The registration/application fee received from candidates will be returned to U.P. Jal Nigam asdecided by Jal Nigam.11. 25% payment shall be made after the registration is complete, balance 75% payment shall be madeafter successful completion <strong>of</strong> the Job.12. The firm may be required to make Technical presentations <strong>of</strong> their proposals be<strong>for</strong>e Jal Nigam. Allexpenses shall be borne by the firm.13. All expenses <strong>of</strong> the visits <strong>of</strong> the representative <strong>of</strong> the firm shall be borne by the firm itself.14. In case <strong>of</strong> any holiday falling on dates <strong>of</strong> submission / pre bid meeting. The same shall be held onnext working day.15. Tentative date <strong>of</strong> <strong>Exam</strong>ination will be in the 1 st week <strong>of</strong> August 2013. Tentative vacancies <strong>of</strong>Accountant will be 49. This figure may vary to any extent.16. If any activity is left and not mentioned above but necessary <strong>for</strong> successful completion <strong>of</strong> the jobshould also be included.17. Except where otherwise specified, the decision <strong>of</strong> the Finance Director shall be final, conclusiveand binding on both parties.18. The Agency/Institution will be required to maintain top secrecy <strong>of</strong> all the activities involved inthe whole process including setting <strong>of</strong> question papers, checking <strong>of</strong> answer sheets, marking <strong>of</strong>answer sheets etc. If any adverse in<strong>for</strong>mation is received about the process, the security depositshall be <strong>for</strong>feited & the agency/ institution shall be black listed.13
