(e) since these areas were, till 15.3.2003, reserved for mining by the Government / public sector undertakings, till then no mining lease in these areas were permitted to be granted in favour of private persons. Thereafter, once these areas were notified for grant of mining lease and applications from the public for the same were invited, individual cases for grant of mining leases could not have been considered / accepted without completion of the process and without considering all the Applications. 11.
