Depending on our actions, the future promises either continueddecline and mediocrity or the development of effective solutions. The short and long-term impact on our children, ourcommunities and our country is staggering.Generations of <strong>York</strong> <strong>County</strong> residents have held to a value that is at the heart of this community – the belief that allchildren deserve an exceptional, high-quality education. Our schools touch not only the lives of our children but alsopeople of all ages across our community. They have an enormous impact on the county’s economic viability – fromproviding an educated workforce and offering local employers a key amenity that attracts quality employees, to beinga major factor when people select a neighborhood in which to live. Our schools make a difference each and every dayin our quality of life.As important as the public schools are to the quality of life in <strong>York</strong> <strong>County</strong>, they are, more than ever, vulnerable to therealities of growing needs and shrinking resources. Here, and throughout the country, education is dealing with thecontinuing sting of financial cuts that place stress on all levels of government. While expectations soar and resourcesdwindle, our schools are working to level the playing field so our children can compete in a global economy.As expectations change, the <strong>York</strong> <strong>County</strong> School Division (YCSD) must ensure that our children are taught not only thebasics but the skills needed to compete globally. We must help them to approach education with the sense of joy thatwill encourage them to become inquisitive life-long learners. Because this approach requires additional funding, publicand private partnerships, in the form of education foundations have been developed in thousands of school districtsacross the nation, and <strong>York</strong> <strong>County</strong> was among the first in this region.2 <strong>York</strong> Foundation for Public Education, Inc.

Each has its own distinctive and powerful reward.Frequently Asked QuestionsHow is the foundation organized?The <strong>York</strong> Foundation for Public Education, Inc. is governed by an independent board of community leaders and educators. Theboard sets policies, provides leadership in fundraising and grant-making and ensures that gifts to the foundation are used in accordancewith donors’ wishes. The foundation employs its own clerical staff, independent of the <strong>York</strong> <strong>County</strong> School Division.Isn’t YCSD funded by the commonwealth? Why does it need private funding?Yes, YCSD is a public school system and it is state-assisted. The Commonwealth of Virginia remains YCSD’s primary funding source;however, a diverse funding base is key to assuring support for providing superior equipment, facilities, programs and scholarshipsto the students and staff of YCSD.What is the <strong>YFPE</strong>, Inc.’s relationship to the YCSD and the YCSD school board?While the school board endorsed the creation of the foundation, it is independent of both the board and the administration.Neither the board nor the administration has authority of the use of foundation funds, though they work as partners and thedivision provides funding for foundation operations. The foundation also works closely with the division to ensure that the fundssought tie closely to the school division’s strategic plan and meet the needs of students that the division has identified. Thesuperintendent plays an important role in foundation activities and the school board has a liaison on the foundation’s board.How does the foundation manage its funds?The foundation’s pass-through funds, including those for annual grants and operations, are held at TowneBank. The foundation’sendowment funds are held at the Peninsula Community Foundation of Virginia, where they are combined with other funds heldby the community foundation for maximum return. The foundation has a treasurer prepare monthly reports for the board.
