<strong>York</strong> Foundation for Public Education, Inc.Our MissionThe <strong>York</strong> Foundation for Public Education, Inc. (<strong>YFPE</strong>, Inc.)supports public education in<strong>York</strong> <strong>County</strong> by developing resources to encourage educational innovation, promoteand recognize excellence, and address the needs of all students, faculty and staff of the<strong>York</strong> <strong>County</strong> School Division.Public education in the United States is at a crossroads. Depending on our actions, the future promises either continueddecline and mediocrity or the development of effective solutions. The short and long-term impact on our children, ourcommunities and our country is staggering.Generations of <strong>York</strong> <strong>County</strong> residents have held to a value that is at the heart of this community – the belief that allchildren deserve an exceptional, high-quality education. Our schools touch not only the lives of our children but alsopeople of all ages across our community. They have an enormous impact on the county’s economic viability – fromproviding an educated workforce and offering local employers a key amenity that attracts quality employees, to beinga major factor when people select a neighborhood in which to live. Our schools make a difference each and every dayin our quality of life.As important as the public schools are to the quality of life in <strong>York</strong> <strong>County</strong>, they are, more than ever, vulnerable to therealities of growing needs and shrinking resources. Here, and throughout the country, education is dealing with thecontinuing sting of financial cuts that place stress on all levels of government. While expectations soar and resourcesdwindle, our schools are working to level the playing field so our children can compete in a global economy.As expectations change, the <strong>York</strong> <strong>County</strong> School Division (YCSD) must ensure that our children are taught not only thebasics but the skills needed to compete globally. We must help them to approach education with the sense of joy thatwill encourage them to become inquisitive life-long learners. Because this approach requires additional funding, publicand private partnerships, in the form of education foundations have been developed in thousands of school districtsacross the nation, and <strong>York</strong> <strong>County</strong> was among the first in this region.2 <strong>York</strong> Foundation for Public Education, Inc.


Partnership: <strong>YFPE</strong>, Inc. and YCSDThe <strong>York</strong> Foundation for Public Education, Inc. eagerly anticipates animpressive fundraising year for the <strong>York</strong> <strong>County</strong> School Division. We hopeto encourage all community members to contribute back to the schooldivision in one way or another. We invite you to join the <strong>YFPE</strong>, Inc. in keepingeducation a top priority for <strong>York</strong> <strong>County</strong>. You can make a commitment to educationby volunteering your time, making a tax-deductible contribution, offering gifts-in-kind or including the foundationin your estate planning. Each has its own distinctive and powerful reward.Frequently Asked QuestionsHow is the foundation organized?The <strong>York</strong> Foundation for Public Education, Inc. is governed by an independent board of community leaders and educators. Theboard sets policies, provides leadership in fundraising and grant-making and ensures that gifts to the foundation are used in accordancewith donors’ wishes. The foundation employs its own clerical staff, independent of the <strong>York</strong> <strong>County</strong> School Division.Isn’t YCSD funded by the commonwealth? Why does it need private funding?Yes, YCSD is a public school system and it is state-assisted. The Commonwealth of Virginia remains YCSD’s primary funding source;however, a diverse funding base is key to assuring support for providing superior equipment, facilities, programs and scholarshipsto the students and staff of YCSD.What is the <strong>YFPE</strong>, Inc.’s relationship to the YCSD and the YCSD school board?While the school board endorsed the creation of the foundation, it is independent of both the board and the administration.Neither the board nor the administration has authority of the use of foundation funds, though they work as partners and thedivision provides funding for foundation operations. The foundation also works closely with the division to ensure that the fundssought tie closely to the school division’s strategic plan and meet the needs of students that the division has identified. Thesuperintendent plays an important role in foundation activities and the school board has a liaison on the foundation’s board.How does the foundation manage its funds?The foundation’s pass-through funds, including those for annual grants and operations, are held at TowneBank. The foundation’sendowment funds are held at the Peninsula Community Foundation of Virginia, where they are combined with other funds heldby the community foundation for maximum return. The foundation has a treasurer prepare monthly reports for the board. Message from our President“The <strong>2010</strong>-20<strong>11</strong> year has been marked by manyaccomplishments that will have a lasting impact onour community. ” ~ Jim NoelIn our “Fund for Excellence” campaign video there is a statementfrom one of our <strong>York</strong> Foundation for Public Education, Inc.(<strong>YFPE</strong>, Inc.) board members that “the quality of a public schoolsystem is directly dependent on what the community puts intoit.” This <strong>2010</strong>-20<strong>11</strong> <strong>Annual</strong> <strong>Report</strong> is a testament to a communityof volunteers, organizations and businesses that answeredthe call for supporting the <strong>York</strong> <strong>County</strong> School Division,during very difficult economic times. We started the year witha financial commitment of $300,000 for our “Fund for Excellence”campaign and ended it with commitments for $652,254!We are well on the way of permanently endowing our work,to help insure that excellence is sustained in the <strong>York</strong> <strong>County</strong>School Division. The formal “Fund for Excellence” campaignis over, however our efforts to build on this financial base willcontinue in earnest. I would like to thank Steve Staples, Ed.D.,our former superintendent, for serving as the co-chairman ofour “Fund for Excellence” campaign. Dr. Staples’ experienceand insight into the importance of the <strong>YFPE</strong>, Inc. to the schooldivision was critical in explaining our work to potential donors.The foundation’s 12th annual golf tournament also continuedour legacy of excellence. With the support of our major corporatesponsors, Walmart Distribution Center and Bay Electric Co.,Inc., many other donors and our faithful participants, we onceagain raised over $20,000. Additionally, we implemented theBrick Fundraising Program, a new fundraiser that to date hasnetted $4,200.The <strong>YFPE</strong>, Inc. had another busy year putting our funding togood use, supporting our schools, students, faculty and staff.We funded instructional and whole school improvement grantswith $13,914 as well as student resource development funds of$10,000. In addition, we funded $4,235 in teacher and paraeducatorscholarships along with our first YCSD employee scholarship,plus our annual Michael J. Tylavsky, Jr. Memorial Scholarshipfor $500. We added a new scholarship under our umbrellathis year, the Joseph H. Levi Memorial Scholarship, awarded toMegan Woodward, a Tabb High School student. We ended ouryear with $1,050 donated to our TowneBank Teacher of the Yearawards at each school level. Throughout the year, we continuedat monthly school board meetings honoring students forboth reciting the pledge of allegiance and receiving studentservice awards with Walmart gift certificates. Our <strong>YFPE</strong>, Inc.prize patrols and Celebration of Commitment and Excellencegave us an opportunity to honor and celebrate students, teachersand staff members throughout the year.Our foundation continued to grow in numbers, as we addedseveral new board members. In fact, we had to amend our bylawsin order to allow the board to grow to an all time high of32 members. The <strong>YFPE</strong>, Inc. also added a part time staff personduring the past year. Emily Dugan joined the <strong>YFPE</strong>, Inc. team asa Secretary II and has already done the work of ten.I would like to thank all of the <strong>YFPE</strong>, Inc. officers for agreeingto continue to serve in their current positions for anotherchallenging year: Myrtle Soles, Vice President, Kris Moore, Treasurerand Christina Head, Secretary. I would also like to thankour Superintendent, Eric Williams, Ed.D. and our school boardliaison Linda Meadows for their steadfast support and encouragement.Finally, I must acknowledge the hardest workingmember of our team, our liaison to the school division, PeggyMyatt. Peggy’s leadership, unflagging enthusiasm and extraeffort have been the backbone of our success.The <strong>2010</strong>-20<strong>11</strong> year has been marked by many accomplishmentsthat will have a lasting impact on our community. <strong>2010</strong>-20<strong>11</strong>Highlights• The <strong>YFPE</strong>, Inc. hired a part-time secretaryto assist the liaison during this period ofgrowth for the foundation.• The <strong>YFPE</strong>, Inc. “Fund for Excellence”campaign packet and materials designedby Keli M. Slusher, Multimedia DesignSpecialist for the <strong>York</strong> <strong>County</strong> SchoolDivision, won an American Graphic DesignAward from Graphic Design USA.• <strong>York</strong> <strong>County</strong> School Division new teacherswere recognized with “Back to School” giftbags at New Teacher Orientation in August.• Aramark provided complimentary refreshmentsfor various <strong>YFPE</strong>, Inc. board meetingsthroughout the year.• On September 17, <strong>2010</strong>, Kelly and BobbyAshe, Jr. hosted a campaign kick-off eventat their home to teach individuals aboutthe foundation and celebrate those whohad made gifts to the effort.• Twenty-two Innovative Teaching Grantsfor innovative initiatives in the classroomamounting to $8,002 were awarded in thefall and spring semesters.• In partnership with the Committee forMinority Affairs (CFMA), the <strong>YFPE</strong>, Inc.provided financial support for five scholarshipsto a graduating senior from each <strong>York</strong><strong>County</strong> high school and established a CFMAstudent liaison project (total $2,500).• Five Teacher Scholarships for Effective StudentLearning (total $2,885) were awarded.• Four Para-Educator Scholarships totaling$1,600 were awarded.• The first YCSD Employee Scholarship wasawarded in the spring.• All 19 schools in the division successfullyparticipated in the first year of the BayElectric Co., Inc. Technology Initiative.• The 12th <strong>Annual</strong> <strong>YFPE</strong>, Inc. Golf Tournamentwas a success with earnings ofover $20,000.• The <strong>York</strong> Foundation for Public Education,Inc. “Fund for Excellence” Campaign raisedover $600,000 as of June 30, 20<strong>11</strong> with donationsacross all four of the foundation’s goals.• Four elementary schools and one highschool (total $5,800) were granted WholeSchool Improvement grants.• The <strong>YFPE</strong>, Inc. provided financial support toassist <strong>York</strong> <strong>County</strong> Honor and IB graduatesin their pursuit of career goals (total $1,600).8 <strong>York</strong> Foundation for Public Education, Inc.


Brick Fundraising ProgramWhat’s Newfor 20<strong>11</strong>-2012Starting in April of 20<strong>11</strong>, the <strong>YFPE</strong>, Inc. has created a wayfor the community to support the foundation by purchasinga brick to be placed in a designated area at each of ourfive high schools. Students, families, alumni, sport teamsand community members are encouraged to purchasebricks to celebrate their history and great memories at one of our five high schools in the <strong>York</strong> <strong>County</strong> School Division. This year’sbrick sale will continue throughout the year with deadlines for orders in December 20<strong>11</strong> and July 2012.Joseph H. Levi Memorial ScholarshipOur new Joseph H. Levi Memorial Scholarship came about after the beginning of the <strong>2010</strong>-20<strong>11</strong> schoolyear. Joseph H. Levi was a respected and well-liked teacher and coach at Tabb High School for 23 yearsuntil retiring in <strong>2010</strong>. Just months later, Joe was taken suddenly by cancer. A native of Philadelphia,Joe was a graduate of Villanova University. He relocated to this area in 1976. In addition to teaching,Joe was a longtime coach of tennis and wrestling. Teaching was Joe Levi’s “stage.” He loved using jokesand puns to entertain his students and made learning government and history fun for an audience ofteens who typically found the topic boring. Often referred to by students as “my favorite teacher,” Joeis remembered by family, friends, colleagues and former students for his humor as well as engagingpolitical discussions. One former student said of him, “He gave you a sense that you could confide inhim.” At the request of Mr. Levi’s family, this annual memorial scholarship will provide assistance to aselected senior student athlete from Tabb High School each year. Congratulations to Tabb High School’sMegan E. Woodward, first recipient of the Joseph H. Levi Memorial Scholarship in the spring of 20<strong>11</strong>!“Fund for Excellence” EndowmentsThe <strong>York</strong> Foundation for Public Education, Inc. will continue to pursue potential donors to assist in buildinglasting endowments to secure the ongoing and exciting mission of the <strong>YFPE</strong>, Inc. The initial goal for the campaign was$340,000, which was met with gifts from seven lead donors.Steve Staples, Ed.D, Campaign Co-Chair and former superintendent,stated, “Due to the tremendous enthusiasm of the communityand the deep dedication to public education, the CampaignCommittee decided to significantly raise the goal. We areexcited about what these funds will do for our children.”The campaign was recently announced at an event at the homeof Kelly and Bobby Ashe, Jr., where more than eighty-five peoplegathered to hear more about the work of the foundation andcelebrate those who have made lead gifts to the campaign.The event at the Ashe’s was led by Jim Noel, Campaign Co-Chair and <strong>YFPE</strong>, Inc. President, who spoke about the work of thefoundation which has been to provide grants in several areas,including Innovative Teaching Grants, School Wide ImprovementGrants, Scholarships for division employees and StudentResource Development Grants. He stated, “This campaign willtake the foundation to an entirely new level by endowing eachof the grant categories. School foundations across the countryare beginning to develop this model of endowment buildingand we are proud to be among the leaders in this area.”Lead contributions include John and Tricia Biagas of Bay ElectricCo., Inc., who have committed $100,000 to launch the Bay ElectricTechnology Initiative. Eric Williams, Ed.D., Superintendent,stated, “This is one area of the campaign that is especially importantto the school division. The Bay Electric Technology fundwill provide $1,000 annually to each school to purchase technologyitems that are particularly needed by that school. This annualgift will continue for five years and will challenge each schoolto raise the same amount annually to be placed in a technologyendowment fund. This will allow grants and scholarships to begiven forever. “We have relied on a very successful golf tournamentto fund our annual grants,” said Peggy Myatt, FoundationLiaison, “but we were always concerned that bad weather wouldnot allow us to give the grants our teachers and students deserve.This campaign will alleviate that concern.”“The School Board is very pleased to endorse this campaign,”said Mark Medford, Chair. 12th <strong>Annual</strong> <strong>YFPE</strong>, Inc.Golf TournamentWhat a great day for golf! On June 22, 20<strong>11</strong>, the 12th <strong>Annual</strong><strong>YFPE</strong>, Inc. Golf Tournament was held at Kiskiack Golf Club in Williamsburg.Twenty four teams enjoyed a continental breakfast, a challenginground of golf and lunch. Through the cooperative efforts of areabusinesses, the tournament was a huge success. The tournamentnetted proceeds of over $20,000. Onehundred percent of the net proceeds willfund student scholarships, teacher grantsand recognition of innovation and excellencein education scholarships.For the eighth consecutive year, Walmart Distribution Center participated and was a tournament eventsponsor. In addition, Bay Electric Co., Inc. played a major role as an event sponsor for the third year. Auto Hauswas a first time Hole-In-One sponsor and George Washington University was a new Gold Sponsor this year.“This past year, we touched the lives of many <strong>York</strong> <strong>County</strong> students, teachers and staff through recognitionof excellence through the foundation’s scholarships, grants, student resource development funds andvarious awards and honors,” remarked Peggy Myatt, <strong>YFPE</strong>, Inc.
