Although the motivation for cluster <strong>de</strong>velopment in the country is notexplicitly expressed, there is a Department of Micro- and Small Enterprises (Mipymes) withinthe Ministry of Economy (SE) that has information related to the creation and <strong>de</strong>velopment ofbusiness in clusters. In addition, the Mexican Institute for Competitiveness (IMCO) <strong>de</strong>velopsanalyses on this subject and calculates an annual in<strong>de</strong>x. Many aca<strong>de</strong>mic institutions havealso established competitiveness <strong>de</strong>partments to run research on clusters and provi<strong>de</strong> businessincubation services; some state governments have established support institutionsfor the same purpose. All these organizations participate in the process of creating clustersin Mexican states.69The following table summarizes a study prepared by TEC <strong>de</strong> Monterrey (ITESM-FEMSA,2009) on the i<strong>de</strong>ntification of motor activities and the possibility of being the source of acluster in Mexico at the state level. Table 1 classifies the clusters listed as current, emergent,or future. The first column shows the sector of the economy in which the cluster specializes.The second column list the state(s) in which the cluster is currently located, while the thirdand fourth columns list the state(s) in which the cluster is emergent and will be located in thefuture, respectively.Table 1.
