However, in absolute amounts,China’s R&D spending has remained only a fraction of the level observed in most <strong>de</strong>velopednations. It is thus reasonable to conclu<strong>de</strong> that, <strong>de</strong>spite China’s aggressive support for R&Dactivities, it will be some time before it can assert dominance as a technological powerhouse.While some evi<strong>de</strong>nce of initial success is reported, there remains much concern with China’scapability to do become a producer and exporter of high technology products. GivenChina’s production capability and factor endowment, it is generally accepted that further<strong>de</strong>velopment of suitable human resources, technological know-how, management expertiseskills, and other innovative skills is required for China to move up the value chain. The currentsupplies of such ingredients in China are consi<strong>de</strong>red ina<strong>de</strong>quate by many for a rapidtransformation and upgra<strong>de</strong> of China’s value chain position.
