Meanwhile, many Latin American countrieshave been actively seeking mo<strong>de</strong>ls of national <strong>de</strong>velopment that are suitable to their actualconditions. Latin America has witnessed political stability, sustainable economic growth, andsocial <strong>de</strong>velopment, with peoples’ livelihood steadily improving over the past <strong>de</strong>ca<strong>de</strong>s.111On November 5, 2008, China issued its Policy Paper on Latin America and the Caribbean(PPLAC). This paper is one of the few regional policy papers issued by the Chinese governmentand the first one for the region of Latin America and the Caribbean; it <strong>de</strong>lineates an overallblueprint for further cooperation between China and Latin America and the Caribbean,clarifies the goals of China’s policy in this region, and outlines guiding principles for improvingthe relationship between the two si<strong>de</strong>s in various fields, including politics, economics,social and cultural dimensions, agriculture, science and technology, and the environment.Given its contents and rhetoric, the PPLAC represents several characteristics. First, it appreciatesthe increasingly important role that Latin American and Caribbean countries are playingin regional and international affairs. Second, it stresses the bilateral tra<strong>de</strong> and economic relationshipswith Latin American and Caribbean countries. Third, it confirms cooperation in a wi<strong>de</strong>range of fields, including international affairs. Fourth, it expresses the i<strong>de</strong>a that China views itsrelations with Latin America and the Caribbean from strategic perspectives. It also reiteratesthat the one-China policy is the political foundation for the establishment and <strong>de</strong>velopment ofrelations between China and the Latin American and Caribbean countries. It can be seen that<strong>de</strong>veloping friendly relations with <strong>de</strong>veloping countries, including those in Latin America andthe Caribbean, is the basic stance of China’s foreign policy in the early 21 st century.4. Win-Win Games in Cooperation and ChallengesWhen China entered the World Tra<strong>de</strong> Organization (WTO) in 2001, it marked a watershedin China-Latin America relations. In terms of its tra<strong>de</strong> relations with Latin America, as somecommenters put it, China has un<strong>de</strong>rgone two stages: the stage prior to China’s entering theWTO and the stage after it (Dong and Callejas, 2008:67). Before China becoming a memberof the WTO, the tra<strong>de</strong> relationship between China and Latin America was growing slowly.In this stage, both primary and end products were main staples in their tra<strong>de</strong> and business.Having entered the WTO, China was able to quickly expand its tra<strong>de</strong> business in the worldmarket, and its relations with Latin America began “moving into a new stage” (Dong and Callejas,2008:67). Brazil, Mexico, Chile, Argentina, and Panama become China’s first five tra<strong>de</strong>partners in Latin America, while a variety of Latin American countries have increased theirexports to China (Inter American Development Bank, Mauricio Mesquita, 2005).As a matter of fact, a closer China-Latin America relationship in the 21 st century brings benefitsto both si<strong>de</strong>s, because they share similar pictures in the field of economic <strong>de</strong>velopment.Economic reciprocity has been the most stable basis for the <strong>de</strong>velopment of China-LainAmerica relations. To further promote these relations, it is necessary to rethink and re<strong>de</strong>finethe ties of the two si<strong>de</strong>s strategically.
