54 <strong>Eleventh</strong> <strong>Five</strong> <strong>Year</strong> <strong>Plan</strong>State Protected Monuments and for UnprotectedMonuments will be launched leveraging State andprivate sector funds for protection and preservationof monuments.2.2.31 The Anthropological Survey of India will takeup four new <strong>Plan</strong> schemes, viz., Indigenous Knowledgeand Traditional Technology, Oral Traditions/Folk Taxonomies, Social Structure and Bio-CulturalAdaptations with Gender Perspectives, and Man inthe Biosphere and National Repository of HumanGenetic Resources. Indira Gandhi Rashtriya ManavSangrahalaya will take up new programmes forupgradation of existing exhibition galleries and developmentof new exhibitions on the theme ‘India andthe World’, National Documentation Centre andArchive for Intangible Cultural Heritage and establishmentof four Regional Outreach Centres.Literature, Libraries, and Archives2.2.32 The development of Public Libraries in the<strong>Eleventh</strong> <strong>Plan</strong> includes Rural Public Libraries andprovision for handicapped and under-privileged inDistrict Libraries. A National Library Mission willbe set up. National, State/district libraries will developspecial collections and technological support forvisually challenged and hearing-impaired.Education, Research, and Others2.2.33 A Cultural Heritage Volunteers Forum will beset up in schools/colleges/universities in convergencewith NSS for integrating the basic tenets of India’scultural heritage. A Pilot Scheme for Cultural Industrieswill be launched by selected ZCCs for providingmarket information, design, packaging, training,and e-commerce facilities. The schemes of CCRT,Assistance for Preservation and Development ofCultural Heritage of Himalayas, and Assistance forPreservation and Development of Buddhist/TibetanOrganization will be restructured.National Translation Mission2.2.34 A new scheme will be launched in partnershipwith States for cultural exchange to strengthen thecomposite culture through translation of a minimumfive good literary works in every language into all othermajor languages.THE PATH AHEAD2.2.35 The strengthening of inter-organizationalnetworks and introduction of management-orientedapproaches in the administration of cultural institutionsare the two cardinal prerequisites for improvingefficiency in the working of the cultural institutions.The Ministry of Culture’s Modernization and ComputerizationScheme should develop a module for exclusivelydealing with increasing inter-organizationalcooperation, networking, and sharing of informationamidst disparate cultural organizations. There is a needto emulate networking systems in scientific institutionswith a view to repositioning India’s rightful place inthe comity of Knowledge Superpowers.2.2.36 Resuscitating India’s dwindling higher institutionsof art and culture poses a real challenge and anaction plan to strengthen these institutions needs tobe worked out during the <strong>Eleventh</strong> <strong>Plan</strong>. Outstandingscholars from India and abroad could be encouragedto get associated with these organizations. However, itis important that institutions must be autonomous anddevelop a conducive working environment. In thiscontext, it is desirable to formulate norms and proceduresfor flexible engagement of scholars in higherinstitutions of art and culture. There is an urgent needfor adopting the idea of concept makers. In otherwords, creating an Ideas Bank, which could exploreand scrutinize the ideas that originated in India firstand then spread across the globe. The Ideas Bank couldgenerate new research designs and modules withinter-disciplinary linkages to develop the growth ofinnovative research.2.2.37 The dynamics of the infusion of knowledgecapital into the designated Knowledge Institutionsthrough flexible engagements needs to be worked outduring the <strong>Eleventh</strong> <strong>Plan</strong>. The key elements of this infusionwill include (i) evolving a broad frameworkfor infusion of knowledge capital, both domestic andglobal, (ii) setting out guiding principles that areconducive to flexible engagements and are free fromcrippling rules and regulations, (iii) redefining the roleof knowledge institutions as facilitators of productionof knowledge, (iv) extending enhanced autonomy tothe institutions for flexible engagements, (v) attractingglobal creative talents in specialized disciplines
