Education 35written course materials, animations, simulations,video lectures, related web links, question answers,confidence building measures, etc.1.3.74 The <strong>Eleventh</strong> <strong>Plan</strong> will support IGNOU,existing SOUs and the States setting up new SOUs.Considering the dismal performance of some ofthe statutory bodies, in-depth and independent evaluationof these statutory bodies will be undertakenurgently.1.3.75 Consortium for Educational CommunicationCentre (CEC) will set up a technology enabled systemof mass higher education by taking advantage of Vyas24-hours Education Channel for one way communication,EDUSAT network for two-way communicationand Internet for ‘any time anywhere’ education. Thethrust areas will include strengthening of the existingmedia centres, setting up of new media centres inthose States where no centres exist, strengthening ofthe concepts of packaging knowledge in video ande-content form in need-based subject areas, transformingthe CEC and media centre into a virtual universitysystem.LANGUAGE AND BOOK PROMOTIONLanguage Promotion1.3.76 The development of languages occupies animportant place in the National Policy on Education1986 and the Programme of Action 1992. There are122 other languages having at least 10000 speakers andnearly 234 identifiable mother tongues (as per thefigures given in the 2001 Census Report). Promotionand development of 22 languages listed in the ScheduleVIII of the constitution, including classical languageson the one hand and English and foreignlanguages on the other, have received due attentionand will continue to do so. Some of the importantprogrammes that continued during the Tenth <strong>Plan</strong> arepromotion and development of Sanskrit and Hindithrough different institutions, training of Hindi teachersfor non-Hindi speaking States, and the use ofICT in the sector.1.3.77 New Linguistic Survey (NLSI) of India willbe undertaken during the <strong>Eleventh</strong> <strong>Plan</strong> as a CS. Theoriginal Linguistic Survey of India is more than 100years old, supervised by Sir George Abraham Griersonwho produced a monumental document consisting of19 volumes between 1894 and 1927. It had identified179 languages and 544 dialects.1.3.78 The proposed NLSI will focus on 22 languagesin the Eighth Schedule and their geo-space but wouldalso pay special attention to the top 15 Non-Scheduledlanguages and also to the sign languages that are ascomplex as spoken languages. The Survey will be conductedby the Central Institute of Indian Languages(CIIL), Mysore, and the Departments in select universitiesthat have a strong base in sociology, anthropology,etc.1.3.79 At present there is no scheme or organizationdevoted exclusively for the development of Non-Schedule VIII languages. A new scheme for the preservationand development of languages not coveredby the Eighth Schedule, namely the Bharat BhashaVikas Yojana would be taken up.1.3.80 The National Translation Mission would coverTranslators’ Education: running short-term trainingprogrammes; creating a course for translators as a partof language teaching programme; developing specializedcourses in translation technology and relatedareas; information dissemination; etc.1.3.81 A Central Institute of Classical Tamil (CICT)at Chennai will be set up during the <strong>Eleventh</strong> <strong>Plan</strong> todevelop Tamil as a classical language. The Tenth <strong>Plan</strong>scheme for development of Tamil language will besubsumed in CICT.1.3.82 The following Central sector institutionalschemes will continue to be supported by the MHRDbut all the schemes will be evaluated in-depth forfurther funding: (i) Central Hindi Directorate,(ii) Commission for Scientific and Technical Terminology,(iii) Kendriya Hindi Sansthan, (iv) CIIL,Mysore, (v) National Council for Promotion ofUrdu Language, (vi) National Council for PromotionSindhi Language, and (vii) Mahrishi SandipaniRashtria Ved Vidya Pratishthan (viii) Rashtriya SanskritSansthan.
