214 <strong>Eleventh</strong> <strong>Five</strong> <strong>Year</strong> <strong>Plan</strong>each district and strengthen their service delivery.It will also take up training and capacity buildingof all personnel involved in child protection sectorsthroughout the country.• Facilitating comprehensive research to assess thecause, nature, and extent of specific child protectionissues and documentation of best practices.• Initiating web-enabled child protection data managementsystem and a national website for missingchildren• Developing comprehensive advocacy and communicationstrategy for child rights and protection.CHILD LINE6.133 In the <strong>Eleventh</strong> <strong>Plan</strong> Childline-1098, will beextended to rural areas and to all districts of thecountry. Expansion of Childline will require strongerpartnership with VO and higher investment of resourcesand capacity building of the allied systems toreach out to every child in distress.NATIONAL AND STATE COMMISSIONSFOR THE PROTECTION OF CHILD RIGHTS6.134 The National Commission for Protection ofChild Rights has been notified. The process for settingup the full Commission is underway. One of the majorresponsibilities of the Commission is to monitorand report on implementation of child rights in India.The <strong>Eleventh</strong> <strong>Plan</strong> will ensure that similar Commissionsfor protection of child rights are constituted inall States and UTs at the earliest.ENDING DISCRIMINATION AGAINSTGIRL CHILD6.135 The <strong>Eleventh</strong> <strong>Plan</strong> will set out proactive, affirmativeapproaches and actions necessary for realizingthe rights of the girl child and providing equality ofopportunity. The situation of the girl child in thiscountry is a result of deep-rooted biases that can onlyimprove with a change in attitudes. This will be theoverarching philosophy cutting across many schemesof the <strong>Eleventh</strong> <strong>Plan</strong> that will entail coordination withother sectors plus monitoring and documentation ofthe impact of measures undertaken by the State. Thestatus of the girl child and recommendations for the<strong>Eleventh</strong> <strong>Plan</strong> have been discussed in the Women’sAgency’s part of this chapter. Her status will be usedto gauge the effectiveness of development measures inreaching out to all children and in removing inequalities.Panchayats, Gram Sabhas, community-basedorganizations and local self-government bodies willbe brought into this surveillance. At district level, theDistrict Magistrate, District Collector will take responsibilityfor monitoring the overall progress of the girlchildren. The <strong>Eleventh</strong> <strong>Plan</strong> will also examine sectoralcommunication strategies and how they reflect therights of the girl child. Ministry of WCD will pilotspecial measures for this as well as initiate actions forassessing the impact of such measures on the actualcondition and status of girls. The following measureswill be taken:Ensuring a Balanced Sex Ratio6.136 Sex selection/female foeticide will be treated asa crime and not just a social evil. Preventive, corrective/regulatory,and punitive actions to address foeticideand sex selection will be strengthened by ensuringcoordination with the MoHFW. It will seek thereview of the PC & PNDT Act with law enforcementauthorities to ensure its implementation. It will alsoreview the current Appropriate Authorities under thePC & PNDT Act for granting, suspending or cancellingregistration of Genetic Counselling Centresand investigating complaints. It will ensure stringentpenalties and punitive action against erring persons.Capacity building for State and WCD officialsand their participation in Appropriate Authoritiesfor monitoring implementation of the Act will beensured. The nationwide sensitization and advocacycampaign with specific focus on the girl child willcontinue.Education6.137 Community Vigilance Committees formed atvillage level under the SSA will ensure that every girlchild in the village is enrolled and attends school regularly.The Ministry of WCD will work in close collaborationwith Department of Elementary Education andLiteracy and ancillary bodies to ensure that curriculaand syllabi are gender sensitive. The department willstart bridge schools with quality education packages forgirl children and street children, child labourers, seasonalmigrants and all those who are out of the formaleducation system.
