BRK dated 17 March 2011 <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong>Ec<strong>on</strong>omy and Finance <strong>on</strong> the Implementati<strong>on</strong> <strong>of</strong> the Payment Receipt;- Pursuant to the Instructive Circular <str<strong>on</strong>g>No</str<strong>on</strong>g>. 005 SHV dated 17 March 2011 <strong>of</strong> the<strong>Ministry</strong> <strong>of</strong> Ec<strong>on</strong>omy and Finance <strong>on</strong> the <strong>Management</strong> <strong>of</strong> the Payment Receipt;- Pursuant to the necessity <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planningand C<strong>on</strong>structi<strong>on</strong> and the <strong>Ministry</strong> <strong>of</strong> Ec<strong>on</strong>omy and Finance.ARTICLE 1:HEREBY DECIDEAllow the <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> toimplement the collecti<strong>on</strong> <strong>of</strong> revenue from public service fee for the benefits <strong>of</strong> nati<strong>on</strong>albudget.This directory <strong>of</strong> public service specifies in details service fee, term <strong>of</strong> serviceprovisi<strong>on</strong>, and validity based <strong>on</strong> each type <strong>of</strong> the public service as stated in the Annexattached to this joint <str<strong>on</strong>g>Prakas</str<strong>on</strong>g>.ARTICLE 2:The <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> shallpublicly publish, especially in the service area, the service standard c<strong>on</strong>sisting <strong>of</strong>: feetable, applicati<strong>on</strong> form, and procedure for provisi<strong>on</strong> <strong>of</strong> services related to theaforementi<strong>on</strong>ed revenue collecti<strong>on</strong>.The <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> shallestablish complaint recepti<strong>on</strong> venue which may eventually occur, particularly in event <strong>of</strong>n<strong>on</strong>-standardized practices or over-charge or delay in provisi<strong>on</strong> <strong>of</strong> services.ARTICLE 3:The <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> has theduty to collect revenue, take charge <strong>of</strong> the collected revenue, and make payment <strong>of</strong> suchrevenue to the nati<strong>on</strong>al budget, in which the account registrati<strong>on</strong> shall be made <strong>on</strong>


Un<strong>of</strong>ficial translati<strong>on</strong> provided <strong>by</strong> Sciar<strong>on</strong>i & Associatesrevenue implementati<strong>on</strong> and record, m<strong>on</strong>itor the revenue in the account, sub-accountchapters <strong>of</strong> the budget c<strong>on</strong>tent and make the revenue record.ARTICLE 4:The duty divisi<strong>on</strong> <strong>on</strong> revenue collecti<strong>on</strong> management from public service betweencentral administrati<strong>on</strong> <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning andC<strong>on</strong>structi<strong>on</strong>, the Department <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong>,and Municipal and Provincial Cadastral Office shall be determined <strong>by</strong> the <str<strong>on</strong>g>Prakas</str<strong>on</strong>g> <strong>of</strong> theMinister <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong>. The<strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> shall send a copy <strong>of</strong>this <str<strong>on</strong>g>Prakas</str<strong>on</strong>g> to the <strong>Ministry</strong> <strong>of</strong> Ec<strong>on</strong>omy and Finance for informati<strong>on</strong> and for revenueimplementati<strong>on</strong> examinati<strong>on</strong>.ARTICLE 5:All revenue collecti<strong>on</strong> from public service fee, as stated in the annex attached tothis joint <str<strong>on</strong>g>Prakas</str<strong>on</strong>g>, shall be applied with payment receipt issued <strong>by</strong> the <strong>Ministry</strong> <strong>of</strong>Ec<strong>on</strong>omy and Finance in compliance with <str<strong>on</strong>g>Prakas</str<strong>on</strong>g> <str<strong>on</strong>g>No</str<strong>on</strong>g>. 272 SHV. BRK dated 17 March2011 <strong>on</strong> the Implementati<strong>on</strong> <strong>of</strong> Payment Receipt and Instructive Circular <str<strong>on</strong>g>No</str<strong>on</strong>g>. 005 SHVdated 17 March 2011 <strong>on</strong> the <strong>Management</strong> <strong>of</strong> Payment Receipt <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong>Ec<strong>on</strong>omy and Finance.ARTICLE 6:The <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> shalldetermine a specific locati<strong>on</strong> and assign <strong>on</strong>-duty <strong>of</strong>ficer providing <strong>on</strong>e-stop service at thedetermined locati<strong>on</strong>, to <strong>of</strong>fer the service to the customers <strong>on</strong> timely manner.ARTICLE 7:The <strong>Ministry</strong> <strong>of</strong> <strong>Land</strong> <strong>Management</strong>, Urban Planning and C<strong>on</strong>structi<strong>on</strong> shall makereport <strong>on</strong> implementati<strong>on</strong> <strong>of</strong> m<strong>on</strong>thly and annual revenue and send to the <strong>Ministry</strong> <strong>of</strong>Ec<strong>on</strong>omy and Finance before the tenth day <strong>of</strong> following m<strong>on</strong>th for the m<strong>on</strong>thly report andbefore 15th January <strong>of</strong> following year for the annual report.ARTICLE 8:The directory <strong>of</strong> public service, as stated in the annex <strong>of</strong> this joint <str<strong>on</strong>g>Prakas</str<strong>on</strong>g>, shall beamended based <strong>on</strong> necessity <strong>by</strong> a joint <str<strong>on</strong>g>Prakas</str<strong>on</strong>g>.ARTICLE 9:Any regulati<strong>on</strong>s c<strong>on</strong>trary to this joint <str<strong>on</strong>g>Prakas</str<strong>on</strong>g> shall be c<strong>on</strong>sidered abrogated.
