<strong>INSETA</strong>’S Purpose<strong>INSETA</strong>’s purpose is to grow the pool and quality of scarce andcritical skills in the insurance sector, enhancing the sector andsupporting the country’s transformation.<strong>INSETA</strong> promotes and enables quality skills developmentthrough the funding of education and training initiatives.2

<strong>INSETA</strong> <strong>ETQA</strong> DivisionsThe <strong>ETQA</strong> Division is responsible for the following :‣Accreditation of Training Providers‣Registration of Learning Programmes‣Registration of Assessors and Moderators‣Monitoring and Auditing of Training Providers‣Quality Assurance of Learning ( Verifications)‣Capacity building of Training Providers‣Loading of Learner credits on the NLRD5


NATIONAL <strong>ASSESSOR</strong> <strong>TRAINING</strong><strong>PROJECT</strong> SCOPING – NEEDS ANALYSIS‣Support of accredited Training Providers with additional facilitation and assessmentresources‣Increase the pool of ETD Subject Matter Experts to assist providers with learning materialdevelopment and design.‣ETD support for emerging providers so that <strong>INSETA</strong> can increase its training footprintnationally.‣Capacity build FET and HET institutions‣Address scarce and critical skills shortages‣Additional ETD resources to meet youth development strategy targets - Learnerships‣Increase the pool of ETD practioners to assist with FAIS related training6

THE ROLE OF THE <strong>TRAINING</strong> POVIDER‣The Learning Provider is responsible for delivering learning interventionsthat are designed against set Unit Standards using the Outcomes BasedEducation and Training methodology as required by SAQA and the NQF.‣Guidance and the provision of Learner support‣Keeping Learner records and transferring information to agreed parties‣Adhering to Quality Management Systems and procedures‣Collecting the necessary information for Assessment‣Issuing of statements of results8


<strong>ASSESSOR</strong> RESPONSIBILITES‣Inform the learner about the qualification or unit standardrequirements‣Support and guide the learner in the collection of evidence‣Help the learner plan for the assessment‣Inform the learner about the timing of assessment‣Conduct the assessment and provide feedback9


GOOD ASSESSMENT PRACTICEFollows the following criteria:‣Valid:Done against the required UnitStandard‣Authentic:Is the Learner’s own work‣Current:Learner knows and can do now‣Sufficient:Evidence shows all assessmentcriteria are met10


LEARNING EFFECTIVELYLearning is more effective if it:‣Takes place in a supportive environment‣Can be built on the individual's experience‣Takes place in the context of problem-solving‣Is enhanced by feedback‣ Is facilitated by a variety of training methods‣ Is an active process11


<strong>ASSESSOR</strong> PROFILE•ETD expertise•Subject matter expertise obtained through:(Relevant Occupational experience and Relevant QualificationObtained)•Ability to communicate effectively with learners•Life Long Learning ( remaining current through continuousprofessional development in the fields of ETD and financialservices•Coaching and mentoring by experienced ETD practioners12


<strong>INSETA</strong> <strong>ASSESSOR</strong> REQUIREMENTS• Registration Criteria:• Assessors• Assessors need to have at least 3 years relevant work (occupational) experience in the fieldthat they want to assess in,• Possess relevant qualification/skills programme (refer to <strong>ETQA</strong> Circular 4/2007).• An assessor needs to have at least 1 year’s facilitation experience.• Possess relevant assessor unit standardModerators• Have knowledge and/or expertise of the learning field.• Have at least 2 years assessing experience before applying.• Have more than 3 years relevant occupational experience• Possess relevant qualification/skills programme (refer to <strong>ETQA</strong> Circular 4/2007).• Possess relevant moderator unit standard13


<strong>ETQA</strong> CIRCULAR 4 /2007“..... the <strong>INSETA</strong> <strong>ETQA</strong> is instituting an additional requirement for all itscurrently registered assessors and moderators, and for those wishing toapply to be registered assessors and/or moderators, of <strong>INSETA</strong> accreditedQualifications/unit standards. The additional requirement is that all anyperson performing assessment or moderation functions for suchqualifications/unit standards must have a qualification at a level higher,and in the subject field, of what they are assessing and/or moderating.”14


REGISTRATION PROCESS1. Download the assessor registration documentation at :www.inseta.org.za > divisions > <strong>ETQA</strong> > assessor packThe registration pack will include the following :• Assessor/Moderator Application Form• Assessor Policy• Code of Conduct2. Forward all completed documentation via post or courier to the <strong>INSETA</strong> <strong>ETQA</strong>Please mark all applications for the attention of <strong>INSETA</strong> <strong>ETQA</strong> Secretary ( Postageinformation is detailed on the application form)3. Applicants will be forwarded a confirmation of receipt letter , acknowledging receiptof their application. This will be sent to the applicants email address.15


REGISTRATION PROCESS4.Your application will then be referred to the Assessor/Moderator Registrar panelfor evaluation.5. After the panel evaluation, the <strong>ETQA</strong> Secretary will then provide you withregistration feedback. This feedback will be emailed to you.6.Unsuccessful candidates will be emailed an unsuccessful registration letterindicating the reasons why the application was not approved.7. Successful applicants will initially be emailed a scope of work letter and later an<strong>INSETA</strong> assessor certificate.16
