RFQ No.: <strong>GAIL</strong>/AB/06/733/3300007249/KKDDated : 21.01.2006Network management center (NMC) at NOIDA and thereafter fresh OTDR measurement & traces (for 1310nm & 1550nm) shall be taken for all fibers & submitted to <strong>GAIL</strong>.4.7.5 After the completion of site activities, OTDR test shall be carried out from the node & reports shall begenerated. The As-built drawing shall be updated by incorporating the new details like: OFC loop used Joint-pitlocation, etc. Position of OFC should be shown from the center and edge of the road in As built drawing and the lengthof loop in joint pit after fault restoration shall be incorporated in As built drawing.4.7.6 After attending the fault & permanent restoration, a Fault-Rectification report, jointly signed by <strong>GAIL</strong> &CONTRACTOR, shall be generated for the closure of the complaint.4.7.7 Any other job required for the restoration of the OFC fault/cut in totality is to be taken up by the Contractor.4.7.8 If the contractor is attending OFC fault in Pipeline route and if there is a cut in non- pipeline route, then EIC inconsultation with NMC shall decide which fault shall be attended immediately. The downtime of for rectification ofOFC fault in non-pipeline section shall not be attributed in monthly down time.4.8 In case the site condition is not favorable for the immediate restoration of the fault, the temporary restoration of theservice fibers shall be taken up immediately with the approval of EIC. Depending upon our customer#s traffic on thesaid link & availability of redundant links, permanent restoration of OFC jointing work may not be considered inbreakdown time if the restoration works carried out with the approval of NMC and EIC. The decision of EIC shall befinal in this regard. Permanent restoration of joint pit is to be carried out by contractor within 48 hrs from time of OFCfault/cut with the information to NMC and EIC. In case the site is not conducive for permanent restoration somearrangement of manpower has to be done by contractor for safeguarding exposed OFC till permanent restoration. Noextra payment shall be given to contractor on account of deployment of manpower. In case of further cuts at exposedOFC location, no payment will be made to the contractor for that additional cuts/materials and permanent restorationshall be carried out by the contractor at his own cost. Contractor will be accountable for this additional downtime ofOFC link.4.9 In case of more than one OFC faults, simultaneously (Maintenance team is busy in restoration of one OFC fault, &in between other fault also occurred) in the respective sections, The contractor has to make an alternatearrangement within two hours at the site, after the second OFC fault occurred . In such cases, the mobilization timemaximum up to two hours duration for the second OFC fault shall not be considered as down time. However ifcontractor fails to confirm & mobilize his team within two hours, <strong>GAIL</strong> can take up the job at risk & cost of thecontractor.4.10 Collection & transportation of consumable materials #deliverable by <strong>GAIL</strong># from <strong>GAIL</strong>#s designated stores. Thedetail address of <strong>GAIL</strong> stores shall be provided to the successful Bidder at the time of award of Contract. Thecontractor have to draw the material from designated <strong>GAIL</strong>#s store, if not available, the same may be arranged fromother <strong>GAIL</strong>##s stores.4.11 Submission of weekly, monthly & emergency report as desired by EIC. The Performa of the reports shall befinalized after the award of the contract.4.12 In a situation, where in the vicinity of <strong>GAIL</strong>#s OFC network any major construction projects are going on, orabout to start, & it is necessary to re-route our OFC through a new safe route to avoid damage, Contractor shallexplore feasibility of alternate routes & provide detailed route plan for new location, where re-routing is proposed.<strong>GAIL</strong> shall lay the cable either through the same contract or other contractor depending upon the feasibility for thesame.DELIVERABLE ITEMS BY <strong>GAIL</strong>:- Suitable length of duct of different types, OFC cable (12/24 armored Optical fibre of combined G.652/G.655) &duct couplers as per requirement.- Consumables required for carrying out OFC maintenance work as per SOR-A, SOR-B for respective sections maybe supplied by <strong>GAIL</strong> also, if available & in that case no payment shall be made to the contractor for <strong>GAIL</strong>#s suppliedconsumables. However contractor has to keep minimum stock of above items up to the satisfaction of EIC as perAnnexure-C.- As-built drawing of OFC routes.- Copies of OTDR test reports link wise of all concerned sections/hops.5.1 The material to be issued to the CONTRACTOR shall be on returnable basis. In respect of material remainingunutilized after completion of the job, the non-utilized material shall be returned back to <strong>GAIL</strong>#s designated store afterthe end of contract period. Reconciliation statement for <strong>GAIL</strong>#s issued material should be submitted on monthly basisto <strong>GAIL</strong>.5.2 For entering into the <strong>GAIL</strong> locations & OFC routes, the Entry pass shall be issued to the representatives of theCONTRACTOR by <strong>GAIL</strong>.6. MAINTENANCE PLAN:(a) The maintenance of the OFC route along the Non-Pipeline (along the roads) is on the retention basis and patrollingof the entire OFC route is mandatory. However for the maintenance of OFC along the P/L, no retention amount ispayable & also the downtime shall not be attributed in the account of the contractor for the purpose of calculation of
