RFQ No.: <strong>GAIL</strong>/AB/06/733/3300007249/KKDDated : 21.01.2006route along the road (non P/L route) to prevent damage to OFC link and the contractor shall be held accountable for anycut of the link by other agencies.4.3 Regular liasioning with various civic authorities like: PWD, Railways, Forest, NHAI departments, Municipalcorporations, Nagarpalikas, urban development authorities etc regarding the permission being given or shall be given toother parties for any type of construction works along <strong>GAIL</strong>#s OFC route along Non-P/L.4.4 The Contractor shall provide the OFC maintenance service on Retention Basis to keep but not limited to thefollowing provisions on round the clock basis for attending & rectifying the OFC fault in minimum downtime(including travel time) from the time of lodging the complaint to the representative of Contractor at their designatedoffice / Head Quarter:4.5 Contactor shall carry out testing of spare/dark fibers and thereupon the OFC repairs of along with testing of OFCroute for improvement in the performance with link margin as per national/international standards with the consent ofEIC. Contractor will be provided information by 15th of every month regarding OFC loss increase/decreasemonthly#wise from NMC-Noida on all working/live fibers and contractors have to rectify all the faults and require tosubmit the reports as mentioned above. No extra charges will be payable for this schedule maintenance except retentioncharges as per SOR-A for respective sections.- Undertaking Preventive measures for avoiding any damages to <strong>GAIL</strong>#s OFC network in physical layer outside thenode by having proper surveillance, liasioning with other agencies.- Deployment of Maintenance Team at suitable location so as the restoration time shall be minimum.- Provisioning of required tools/tackles as mentioned in Annexure- B.- Providing facilities for Maintenance Stations: for transporting the manpower, tools/tackles, Test/Measuringequipments and Consumables like: OFC cable, Joint Closures, Jointing Pit, duct, couplers.- Patrolling along the pipeline: quarterly patrolling along the pipeline shall be carried by the patroller and submit thereport.- Providing communication facilities like: Landline phone, Cell/Mobile phone, Fax machines to Maintenance teams forthe purpose of contacting on the urgent need basis as mentioned inAnnexure-B.- Carrying out maintenance activities like: identification of OFC fault/cut on ground, obtaining permission from localauthorities, excavation of earth to expose duct & cable, HDD (if any), laying of OFC with duct, splicing of OFC,testing of cable, installation of Jointing pit & back filling of pit with Sand, providing 3 M make Electronic marker andOFC marker, joint marker, restoration of ROU, updating of OFC As-built drawing etc. For maintenance work, nopayment other than payment for consumables used in restoration of the faults, as per SOR shall be paid to thecontractor. Wherever it is not possible to join the cable due to NH expansion or any other well specified reason, thecontractor has to bypass the cable through over head poles and same needs to be restored back once front is available.- Provisioning of Logistics arrangement like: AC/DC power source, lighting arrangement, de-watering facility, DG setsetc, which may be required during the execution of maintenance job at site as mentioned in annexure-B.- Insurance for workmen compensation and <strong>GAIL</strong> issued material Contractor shall take insurance for all the workmenengaged under this contract and as per labour laws applicable from time to time. The contractor will also ensure <strong>GAIL</strong>issued material for all risk cover and comprehensive.4.6 Supply of consumables like: Joint enclosure, RCC Jointing pit, GI pipe, Warning mat, OFC Route marker, DWCpipe, Electronic marker etc meeting the specification as detailed under the Technical specification of the tenderdocument and approval of EIC. Contractor has to keep minimum stock of above items up to the satisfaction of EIC asper Annexure-C4.7 The CONTRACTOR shall submit the list of manpower (skilled/unskilled), machines, equipments and consumableitems with quantities suitable to meet the contractual requirements for the jurisdiction described elsewhere in the tenderdocument along with the bid.4.7.1 Under OFC link cut condition, the following minimum activities shall have to be taken up by theCONTRACTOR for the restoration of OFC cut/fault for the end-to-end restoration of the network traffic/service:4.7.2 For the identification of exact cut/fault location on immediate basis, the OTDR measurement of spare fibre shallbe made from the nearest telecom station/Node. For better clarity, the OTDR measurement on spare fibre shall be takenat nodes / nearest OFC joint situated at both ends of cut and using dummy fibre spool of 1 km, in case required.4.7.3 After the OTDR measurement, the As-built drawing shall be referred and the physical site of fault on ground shallbe located. It may be possible that data in as built document may not be correct for the accuracy purpose. As builtdrawing shall be taken as reference only & no claim of contractor will be entertained on account of this. Accordingly,the job of excavation, identification of OFC cable, pulling of cable from both ends, construction of jointing pits,splicing of OFC, back filling of trench & jointing-pit shall be taken up as per the standard procedure.The splicing of fibres is to be carried out in line with the installed fibre i.e. G.652/G.655 and measurements are to betaken on spare fibres. In case the active fibres are to be used, precautions are to be taken with regard to the powerlaunched on to the fibre. Restoration of site shall be done to the entire satisfaction of owner of land & Engineerin-charge.4.7.4 After the completion of site activities, the CONTRACTOR shall ensure of the restoration of the traffic from the
